D. C. COOK NUCLEAR POWER PLANT, UNITS 1 AND 2 NRC INITIAL LICENSE RE-TAKE EXAMINATION REPORT 05000315/2004302(DRS); 05000316/2004302(DRS)

Dear Mr. Nazar:

On August 10, 2004, the NRC completed administration of an initial operator licensing re-take examination at your D. C. Cook Nuclear Power Station. The NRC finalized the results of the examination on August 11, 2004. The enclosed report presents the results of the examinations.

An NRC examiner administered a re-take of the administrative job performance measures portion of an operating test to an applicant that failed that portion of the initial license examination during March 2004. The applicant passed the re-take examination and was issued a senior reactor operator license.

In accordance with 10 CFR Part 2.390 of the NRC's Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).

The announced operator licensing re-take initial examination was conducted by a regional examiner in accordance with the guidance of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 8, Supplement 1.

Examination Summary

  • One examination (Senior Reactor Operator Upgrade) was administered; the applicant passed the examination and was issued a senior reactor operator license.

.1 Initial Licensing Examinations

a. Examination Scope

An NRC examiner conducted an announced operator licensing re-take initial examination on August 10, 2004. The NRC used the guidance established in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 8, to prepare the examination outline and to develop the re-take operating test.

The re-take examination consisted of five administrative job performance measures (JPMs). One applicant was examined.

b. Findings

Re-Take Operating Test (Administrative JPMs)

An NRC examiner developed the re-take operating test. The examination was validated immediately prior to administration. The licensee submitted no post examination comments on the re-take operating test.

Examination Results One Senior Reactor Operator Upgrade applicant was administered the administrative JPM portions of the re-take operating tests for initial operator licensing. The applicant passed the re-take examination and was issued a senior reactor operator license.

.2 Examination Security

a. Inspection Scope

The examiner reviewed and observed the licensee's implementation of examination security requirements during the examination validation and administration.

b. Findings

The licensees implementation of examination security requirements during examination validation and administration were acceptable and met the guidelines provided in NUREG-1021, Operator Licensing Examination Standards for Power Reactors. No violations of 10 CFR 55.49 occurred during the examination validation and administration.

.1 Exit Meeting

The chief examiner presented his preliminary observations and findings to Mr. R. Seiber and Mr. I. Fleetwood on August 10, 2004. They acknowledged the observations and findings presented. No proprietary information was identified during the exit meeting.
