Routine, unannounced inspection of facility operations; proce-dures; naintenance; surveillance; operator requalificatior program; review and audit; and experiments. The inspection involved 16 inspector-hours onsite by one fiRC inspector.

  • The above personnel were present at the exit interview.

2.

Organization, Logs and Records The organizational structure for the operation and administration of the Reed College research reactor had one change since the previous inspec-tion. Mr. Hybertson has replaced Mr. Parker as Reactor Supervisor.

Through discussions with licensee representatives and an examination of facility records, the qualification levels, authorities, and responsibil-ities of licensee personnel were found consistent with the technical spec-ifications requirements.

Records of maintenance and operation of the Reed College research reac-tor for the period January thru December 1979, were reviewed by the in-spector and found to document that these activities were performed con-sistent with the conditions of the facility license.

The records reviewed include the following:

Scram Book No deviations or items of noncompliance were identified.

3.

Requalification Training The inspector reviewed the traininq files for each reactor operator and verified that the licensee had implemented the requalification program for licensed operators.

The files contained applicable records of exam-inations, reactivity manipulations, evaluations and other activities as described in the requalification program.

No deviations or items of noncompliance were identified.

4.

Review and Audit The Reactor Operations Committee and the Radiation Safety Comnittee were determined to have met semiannually during 1979. The minutes and records of each committee's meetings were reviewed and found to document the per-formance of review responsibilities as required by the technical speci-fication.. -

Surveillance Periodic instrument calibrations, reactivity measurerents, control rod measurements and safety systen tests had been perforrad by the licensee.

A review of facility records verified that the required calibrations and tests had been performed consistent with the technical specification re-quirements.

No deviations or items of noncompliance were identified.

6.

Exoeriments The experiment program has renained essentially unchanged since the pre-vious inspection.

Experiments performed have consisted of activation analyses in support of various research projects and classroom laboratory work. Records of routine and modified routine experiments were examined by the inspectors and found to have been properly reviewed and approved by cognizant personnel.

No special experiments had been perforned since the previous inspection. Selected records were examined and found to have been consistent with approved experiment procedures as verified by the reactor operator prior to the actual irradiation in the reactor fa-cility.

No deviations or items of noncompliance were identified.

7.

Procedures Procedures for facility operation addressing the activities in Technical Specification I.5 were examined by the inspector.

Procedures for start-up, routine operation, reactor shutdown, fuel loading, control rod removal, and maintenance were contained in facility instructions and instruction books provided by the reactor system supplier.

Procedures for reactor startup, power operation, and reactor shutdown were reviewed and found to adequately accomplish the intended objectives.

No items of noncompliance or deviations were identified.

8.

Exit Interview Due to inclement weather, the inspector conducted the exit interview by telephone on January 16, 1980. The purpose and scope of the inspection were summarized and inspection findings were reviewed with the licensee.
