Reactor Administrator P.O. Box 25046.- Mail Stop 424 Denver Federal Center Denver, Colorado 80225 Gentlemen:

This refers to your October 25, 1988, letter and our November 10, 1988, letter regarding restart of the Geological Survey TRIGA reactor.

Based on the results of our inspection ronducted on November 10, 1938, we find that your program is in a proper state to allow restart of the reactor. Accordingly, permission is granted to restart the reactor.

As discussed during the inspection exit briefing on November 10, 1988, you are to inform this office af ter the fit st week of reactor operation concerning:

(1) radiation levels present near the top of the annulus between the old and new liners, and (2) any increase in pool water temperature that resulted from installation of the smaller new liner.

This refers to youe October 25, 1988, letter requesting permission to restart the geological survey TRIGA reactor. As you know, we plan to be at your facility on November 10, 1988, to review your pre-startup program following the replacement of the reactor vessel liner.

Based on our inspect %n findings, a decision will be made concerning restart of the reactor.

If no significant problems are identified, we anticipate that perrrission *o ope-ste the reactor could be granted on or soon after November 16, 1988.

Reassembly of the GSTR is progressing well and we expect to be ready for the initial startup operation on November 7, 1988. This letter is to formally request permission for resuming operation of the GSTR.

If you desire to inspect the facility, we ask that you be prepared to do so by Mr 7.

Wis would result in mini.nal delay in our operations. It also seems likely at this time that the installation of the new control console will be delayed beyond November, 1988.
