Date Signed Technical Inspection Branch Division of Engineering and Technical Programs SUMMARY Inspection on March 3-4, 1982 Areas Inspected This special unannounced inspection involved 22 inspector-hours onsite. The inspection was confirmatory in nature and consisted of radiation surveys in areas that are open or may be open for public tours and all areas open to maintenance personnel.

Results Within the scope of this inspection, no violations or deviations were disclosed.

Exit Interview The inspection scope and findings were summarized on March 4, 1982, with those persons indicated in paragraph 1 above. The Deputy Director acknowl-edged the inspectors concerns.

Survey Results The inspectors surveyed the present tour route and other areas on board to ensure compliance with license restrictions.

The dose rate surveys con-firmed that the tour route does not traverse areas with radiation levels greater than 5 MICRQ-R/hr. Areas which were locked and posted as Radiation Control Zones were not surveyed except for their exterior boundaries.

Background readings of 1.5 MICRO-R/hr were established at two points; the stern and the bow of the ship. The instrument used was an Eberline micro

R" meter.

All tour route areas measured between 1 and 4 miro-R/hr.

Control of Radiological Areas During the survey the inspectors found three unmarked barrels containing contaminated rags and used protective clothing in the steward's mess.

The maximum contact reading on the three barrels was 22 MICR0 R/hr.

This contaminated material was apparently from work performed prior to moving the ship to Patriots Point.

A licensee. representative stated that there hasn't been any decontamination work performed since the ship was moved to Patriot's Point. The licensee representative also stated that the steward's mess would remain locked and not be part of the tour. This representative also stated that when personnel from the South Carolina Department of Health and Environment return to the ship later in March, the barrels would be moved to a central location which is also not on the tour route.

The inspector stated that the barrels did not require marking in accordance with 10 CFR 20.203f since there were apparently less than Appendix C quantities in each barrel.

The barrels were less than half full at the time of the inspection.

If additional radioactive material is put in the barrels, a quantity of radioactive material greater than an Appendix "C" quantity could result.

It is suggested that the barrels should be marked as radioactive material to preclude the potential for a violation of 10 CFR 20.203f and to ensure proper control and handling of the barrel. -

Surveys in the Health Physics lab indicated that clean, but previously used, protective clothing with residual contamination is stored in the lab.

The Health Physics lab also has a contaminated sink and drain line. The radia-tion level at the sink drain is 0.1mR/hr and loose surface contamination levels in the sink are approximately 10,000 DPM/100 cm.

The inspectors

stated that as a minimum the sink and drain should be secured to prevent the spread of contamination from this area. The inspectors also stated that in order to assure proper control over the area, the Health Physics lab should be posted as a radiation control zone.

The survey of the #4 cargo hold area indicated 4mr/hr on contact with the aft bulkhead. The reading at 18" from the bulkhead and at knee level is 2mr/hr. The hatch to the hold is maintained locked to control accessibility and a health physicist has determined a maximum stay time for personnel who might work in the area.

The inspector stated that as a minimum, the #4 cargo hold hatch should be posted as a " Radiation Control Zone" in order to ensure proper control.
