Inspection on September 5-6, 1979 (Report No. 50-228/79-01)

Areas Inspected:

Routine, unannounced inspection of organization, logs and records, review and audit; requalification training; procedures; surveillance; experiments; and miscellaneous independent inspe:. tion effort including a tour of the facility and observation of a reactor startup, This inspection consisted of 36 regular inspector-hours by three NRC inspectors.

Resul t_s: Of the areas inspected, no deviations were identified; one apparent ~ item of noncompliance (infraction - failure to docccient review and approval of a new experiment - Paragraph 8) was ident!fied in one area.

Reactor Operations - General The reactor facility continues to be used primarily for neutron radiography and shcrt tem irradiations for activation analysis.

There were no scrams of an emerge: icy nature during the past year. Essentially all reactor trips were considered to be due to electrical line noise, power failures or operatcr error.

Infomation contained in the Annual Report dated 24 July 1979 was determined during this inspection to be incomplete and the licensee indicated that omissions would be corrected and the Annual Report resubmitted.

3.

Organization, Logs and Records The licensee's organization has changed since the last inspection with the appointment of J. Haskins es the Reactor Supervisor.

There are currently four SR0 licerses in effect at ARR.

The following logs and records pertaining to plant operations were examined:

Review and Audit There was one design change and one new experiment performed during the past year.

Regarding the design change, the licensee has completed replac-ing the old control elements with sintered boron carbide control elements.

The licensee has initiated a new experiment which involves in-core irradia-tion of in-core detectors to verify output and calibration of these devices in a known flux field. The area of licensee's review and audit function was examined by discussion with licensee managenent and a review of the following records:

The RSC Charter was reviewed and found to reiterate the technical specification (12.1.3) dealing with the RSC. Also, a quorum has been defined in the Charter as three members with at least one not a member of the operating staff.

No items of noncompliance or deviations were identified.

5.

Requalification Training The requalification records for the past year relative to monthly lectures, the annual requalification examination, and reactor manipulation documenta-tion were examined and discussions were held with qualified operators to verify t'at the NRR approved program was being followed.

One minor deficiency was identified in that the May 1979 monthly lecture record could not be found.

Licensee representatives stated that the lecture had been given but that the record had either been lost or was inadvertently forgotten.

Licensee representatives stated that they would 2 more diligent in the future regarding record preparation and retention.

No itenis of noncompliance or deviations were identified.

-3-Although a temporary change to the Startup and Shutdown Operating Procedure was instituted on August 15, 1979, no approved Procedure Change Notice had h en completed in accordance with the facility administrative Procedure, Par W ph I.B.4.a.

No items of noncompliance or deviations were identified.

Surveillance Records of surveillance checks conducted daily, monthly, quarterly and semi-annually for the past year were selectively examined.

No items of noncompliance or deviations were identified.

8.

Experiments The inspector reviewed the scope and conduct of the four types of experiments conducted since the last insoection.

Experiment.. amber 123, calibration of power reactor fission detectors, was not properly approved in accordance with technical specifications prior to being accomplished for the first time on September 5, 1979.

This action represents an item of noncompliance.

No deviations were identified.

9.

Independent Inspection The independent inspection effort included a tour of the facility, observation of a reactor startup, neutron radiography operations, and performance of a new experiment on calibration of power reactor fission detectors.

The previous inspection report indicated that the licensee planned to implenent new administrative controls for procedures.

The present inspection reviewed procedures in Paragraph 6.

No items of noncompliance or deviations were identified.

10.

Exit Interview The inspectors met with licensee representatives (denoted in Paragraph 1)

at the conclusion of the inspection on September 6, 1979.

The scope and findings of the inspection were summarized including the item discussed in Paragraph 8.
