This refers to the inspection conducted by Messrs. G. L. Constable, R. C.
i Stewart, and J. G. Luehman of this office and Messrs. D. Tondi and J. Dosa of the Office of Nuclear Reactor Regulation (NRR) during the period April 10-11, 1986, of activities authorized by NRC Operating License R-92 and Construction j
Permit CPRR-123 for the University of Texas, and to the discussion of our
findings with members of your staff at the conclusion of the inspection.
Areas examined during the inspection included plant status; I&E Information Notices; logs, records, and organization; review and audit; requalification training; procedures; experiments; surveillance; emergency plan; health
'
physics; transportation activities; and your plans to build a new reactor facility. Within these areas, the inspection consisted of selective i
examination of procedures and representative records, interviews with personnel, and observation by the inspectors.
These findings are documented in

the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were identified.
However, the ambitious program you are presently undertaking in which you will build a new facility and decommission the present one, does raise questions about your planned Nuclear Engineering Teaching Laboratory (NETL) staffing levels.
At the present pace of operations, a staff including only two licensed operators who also perform most of the routine maintenance, and one operator in training is marginal but adequate.
Looking ahead, you need to consider that at least for a while you will continue to operate the present facility while supporting the construction of the new facility. Then, once the new facility is being readied for operations, you will have to have personnel to conduct / supervise testing while readying the present facility for decommissioning.
Finally, your new facility will incorporate a number of enhancements over the present one, including equipment improvements and more accommodations for experiments.
Equipment improvements necessarily lead to increased routine maintenance and improved experiment facilities will probably create a demand for increased operations.
