Areas Inspected: Routine unannounced inspection of operating records, surveillance and procedures. The inspection involved 22.5 inspector-hours onsite by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

Facility Tour Upon arriving at the site, the inspector was accompanied on a tour of the facility by the Reactor Manager. Observed several routine operations and had no comments. Housekeeping in general was good, except in a few areas. These areas were pointed out to the Reactor Manager. The record storage area and backup electrical generator room door was noted to be locked. Water hammers and vibrations were noted in the fire water system during checks of fire hydrants in the site area. The underground fire mains have had some breaks in them and the reactor had been shut down while the mains were repaired.
This does not appear to present a problem for the continued operation of the reactor at this time.

Procedures The following procedures were reviewed with no comment.

The content and scope of these facility procedures appear to provide adequate control and direction for safety-related operations.
The effectiveness of the procedure controls system was not reviewed during this inspection.

4.
Organization The organization at the facility remains the same as before with some changes of personnel. Martin Vonk has been hired for the Reactor Operation Engineer position and is now in training.
The Reactor Physicist is now Dave McGinty.
Steve Stierwalt is in training for reactor operator license. The operating staff appears to be fairly stable and personnel are hired in with the understanding they are full time operators and then part time students.

Logs and Records

The licensee's logs and records were reviewed to verify that they were maintained as per the regulatory requirements.
The review

consisted of selected logs and records for operations performed during the time period commencing with the last inspection.
The required logs and records were found to be available and they were being maintained per the facility and regulatory requirements.
No items of noncompliance or deviations were identified in this area.

Surveillance Selected surveillance was reviewed to verify requirements were met.
The surveillance for startup was found to have been performed. The

daily and weekly surveillance appeared to have been performed in a
satisfactory manner.

7.
Exit Interview The inspector met with the licensee representatives (denoted in

paragraph 1) at the conclusion of the inspection on June 8,1979.
