SUMMARY An enforcement conference was conducted with licensee management on March 26, 1980, to discuss the findings of the inspection on February 19-22, 1980, to review previous enforcement history, and to inform the licensee of the current enforcement status of the facility.

Management Meeting The meeting was conducted on March 26, 1980 with those persons indicated in paragraph I above. NRC representatives discussed the items of noncompliance identified during the inspection of February 19-22, 1980.

Licensee represen-tatives commented on each item.

NRC representatives discussed the previous enforcement history of the

facility. Licensee representatives acknowledged these NRC comments.

The senior licensee representative stated in conclusion that the required written response to the most recent inspection will be promptly transmitted.

He further stated that some previous problems have resulted from insufficient staffing of the facility and that the staff is being increased, which should help in the prevention of these problems.

NRC representatives stated that the facility is being placed on a quarterly inspection frequency until significant improvements in licensee performance are observed. The Region II Director intends to meet with the President of Georgia Institute of Technology in the near future to express his concerns over facility operations.

The NRC concluded by stating that the number and severity of the items of noncompliance identified during the most recent inspection indicate inade-quate attention to license requirements. Significant improvement is expected in the operation of this facility. Enforcement options were reviewed with emphasis on the need for prompt corrective action to prevent recurrence of problems identified by the routine inspection program. The results of future inspections will determine if escalated enforcement,

action is necessary.
