at the conclusion of the inspection on September 5, 1979.
The inspector summarized the scope and findings of the inspection.

MC 851028 - Material Control and Accounting No items of noncompliance noted.
The inspection results were attained through a review and evaluation of all phases of the licensee's material control and accounting program and disclosed that the licensee has met the applicable regulations.
The scope of the review is discussed below.
(a)
Inventory Practices - The licensee conducts annual inventories.
Most of the material is in the reactor pool (24 in core, 2 in storage)
but two elements are stored in locked boxes in the reactor room.
These two elements were verified by serial number and an item count was performed by the inspector on the core and hot storage. The most recent inventory (July 24, 1979), identical to the current inventory, was as follows:

(b) Records and Reports - An audit of the licensee's Form NRC-742's was performed for the inspection period December 31, 1975 to March 31, 1979.
The forms were reviewed for proper signature, timeliness, format and accuracy.
There were no problems noted.
There were no external transactions during the period.
(c) Reports on Production and/or Depletion - It was determined that the total loss of U-235 through burnup is less than a reportable quantity (one gram).
