HUMBOLDT BAY POWER PLANT DECOMMISSIONING AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ISFSI) INSPECTION REPORT 05000133/2013011 AND 07200027/2013002

Dear Mr. Halpin:

An inspection was completed of your dry cask storage activities associated with your Independent Spent Fuel Storage Installation (ISFSI) and decommissioning activities associated with your Part 50 facility on October 30 - 31, 2013, and on November 7 - 13, 2013. An exit was conducted with your staff to discuss the findings of the inspection on November 13, 2013. This inspection was an examination of activities conducted under your license as they relate to safety and compliance with the Commissions rules and regulations and with the conditions of your license.

Within these areas, the inspection consisted of observations of the activities associated with the loading of the greater than Class C (GTCC) waste canister for placement at the ISFSI and a review of decommissioning activities that were being conducted at Humboldt Bay Power Plant, Unit 3, facility, in Eureka, California.

The inspection reviewed the areas of radiation safety, quality assurance, corrective actions, refueling building crane evaluations, observations of cask loading activities, and routine decommissioning activities. Your ISFSI and decommissioning operations were found to be in compliance with the applicable U.S. Nuclear Regulatory Commission (NRC) regulations and requirements. No violations of NRC regulations were identified.
