Inspection Summary Inspection on September 9-10, 1980 (Report No. 50-123/80-02)

Areas Inspected: Routine, unannounced inspection of emergency planning including; an examination of the licensee's emergency plans and procedures, a discussion of the licensee's coordination with support groups, an inspection of the licensee's emergency equipment and supplies, and a discussion of the licensee's training and drills. The inspection involved 14 inspector-hours on site by one NRC inspector.

Results: No apparent items of noncompliance or deviations were identified.

Emergency Planning and Procedures The licensee has submitted an Emergency Preparedness Plan as part of his submittal for license renewal. To date, this submittal has not been approved and, therefore, the licensee does not have an approved emergency plan. His provisions for emergency preparedness are addressed in selected Rtandard Operating Procedures (SOP's) and in his Hazards Summary Report. The inspector reviewed these documents and determined that they are adequate until the licensee's Emergency Plan is approved.

Coordination with Support Groups The inspector visited various support groups (listed in Paragraph 1)

to verify coordination with licensee personnel. During these dis-cussions, it was determined that adequate emergency support can be given to the licensee. These groups are trained annually by the University Health Physicist. During 1978, these agencies participated in a drill conducted by the Health Physicist. Another drill will be planned in the future by the Health Physicist. The licensee has included a formal letter of agreement with Phelps County Hospital in the proposed emergency plan.

Currently all agreements are informal.

All support group personnel contacted stated that coordination with licensee personnel is adequate.

No items of noncompliance or deviations were identified.

Emergency Equipment The licensee has designated the Physics Building as his emergency relocation center, and has located an emergency kit there. There is also a kit located on the intermediate level of the reactor building.

The inspector examined these kits and noted that supplies appeared to be functional. The survey instruments contained in the kits were operable and calibrated as required. Other survey instruments checked were also operable and calibrated as required.

The licensee has three area monitors located on the bridge, inter-mediate and beam port levels. These area monitors have readouts in the control room and alarm in the police station af ter hours.

When the area monitor on the bridge reaches 20 mr/hr, the building evacuation alarm is sounded.

No items of noncompliance or deviations were identified.

5.

Training and Drills Students are trained in the Standard Operating Procedures as part of their coursework. Other personnel are trained in the emergency procedures by Health Physics or as part of their requalification training.

Drills are conducted informally when a building evacuation alace occurs. A review of the reactor daily logbook showed that this occurred one time in 1978, two times in 1979 and two times to date in 1980.

No items of noncompliance or deviations were identified.

6.

Exit Interview The inspector met with licensee personnel denoted in Paragraph I at the conclusion of the inspection on September 10, 1980. The scope, purpose and findings of the inspection were discussed.
