GINNA MAINTENANCE INSPECTION REPORT 50-244/95-01
Dear Or. Hecredy:
This letter transmits the findings of an inspection of maintenance programs and activities conducted by T. J.
Kenny, J.
H. O'Antonio, and J.
R.
Reyes from January 17 - 20, and January 30 February 3, 1995, at the R.
E. Ginna Nuclear Power Plant.
The inspection was conducted to verify that the maintenance program and its implementation meet the standards set forth in 10 CFR 50 and supporting documents, and to ensure safe power plant operation from a maintenance perspective.
The inspection findings were discussed with yourself and other members of your staff at the conclusion of the inspection.
Overall, the inspectors concluded that the maintenance program at Ginna was effective and designed to provide very good preventive, predictive, and corrective maintenance.
The inspectors also concluded that all personnel, from management to mechanics, were collectively in support of the maintenance program.
Tracking and trending of maintenance activities in planning, performing, and testing of those activities were very well coordinated and performed.
Finally, the inspectors concluded that the maintenance program is being effectively managed to support safe operation at Ginna.
The strong performance noted in this inspection occurred during a period of smooth, relatively trouble-free plant operation.
In 1993-94, whenever maintenance-related problems occurred, they were usually associated with outages, periods of heavy activity.
You are now approaching your 1995 outage, another period of intense activity.
I would encourage you to take measures to assure yourself that your organization is poised to continue high quality maintenance through a rigorous outage.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
