Gentlemen:
- This letter refers to an unannounced, routine safeguards -inspection of-your--
activities' authorized by NRC License No. R-52, conducted.by Mr. L. R.
'Norderhaug of this office _on December 7 - 28, 1989.
It also refers to the discussion of the inspection findings held by the inspector with R. Seale and
' other' members _of the Department of Nuclear and Energy Engineering on December-8, 1989, and subsequent conversations with H. Doane on December 27 and 28, 1989.
Areas examined during the inspection include activities related to physical protection as described-in the enclosed inspection report. Within-these areas, the inspection consisted of selective examinations-of-procedures and records, interviews with facility _ personnel, and observations by the inspector.
Based on the results.of this inspection, it appears that certain of your activities were not conducted-in full compliance with-NRC requirements. as set forth in paragraph 2.a of the inspection report enclosed with this' letter. As noted therein, based upon the inspector's review of your correctiv~e actions, j
