2.0 Operational Status of the Emergency Preparedness Program

2.1 Changes to the Emergency Preparedness Program There have been no major changes to the Emergency Plan or

.

Implementing Procedures since 1984. Changes thnt have been made received review from the Ward Laboratory Safety Committee. The Safety

Committee consists of the following representatives: Associate Dean,

College of Engineering; Dean, Graduate School; Director, Ward Laboratory of Nuclear Engineering; Professor of Applied Engineering

,

Physics; Professor of Chemistry; Professor of Chemical Engineering; and i

the Radiation Safety Officer. The Safety Committee conducts a biennial

review of the Emergency Plan and Implementing Procedures. Reviews

!

wete conducted in 1986,1988 and 1990. The reviews for 1986 and 1990

were adequate. The inspector noted that the documentation for the 1988 review did not indicate if the entire emergency plan was reviewed (parts l

of the Emergency Plan were clearly reviewed). The licensee agreed to

ensure that the results of the Safety Committee reviews are adequately

,

documented. Additionally, the Safety Committee reviewed the results of the annual emergency drill.

The inspector identified several inconsistencies regarding the Emergency

,

Plan. Section 3.1 of the Emergency Plan identifies a list of succession for the Emergency Director. The Emergency Notification List also lists these individuals, however, it includes other individuals who are not qualified as

Emergency Director. Use of the Emergency Notification List call procedure could result in the response of an individual not qualified as the Emergency Director. The licensee agreed to clarify the Emergency

,

Notification List. The Emergency Plan indicated that a contaminated, injured individual would be transported to the Health Science Center in

Syracuse, New York. However, the Department of Public Safety

notification procedure indicates that they would use the Tompkins Community Hospital, Ithaca, New York. Additionally, the licensee

indicated that they would attempt to utilize their on-campus Gannett Medical Facility. The licensee agreed to evaluate the capabilities of the Tompkins Community Hospital and Gannett Health Facility and revise the Emergency Plan as appropriate.

Except as noted above, this area is acceptable.

2.2 Facilities and Equipment The inspector toured the Ward Laboratory including the Zero Power Reactor, TRIGA Reactor, Gamma Cell and other support areas, the Department of Public Safety, the Department of Life Safety and the Office of Radiation Safety. All facilities were found to be as described in the Emergency Plan. Equipment and instrumentation was operable and calibrated as appropriate. Inventories of supplies and equipment were current. The inspector observed a demonstration of the Reactor Building Evacuation Alarm and subsequent isolation of building ventilation. The alarm functioned as intended and the ventilation system isolated properly.

The Department of Life Safety facility provides fire protection services including fire extinguisher certifications, fire and first aid response equipment, and a complete hazardous materials response capability. The inspector noted that Life Safety does not have turn out gear for all-responders. The Radiation Safety Office facility provides emergency monitoring equipment, dosimetry and calibration services. Additionally, they maintain spill / decontamination kits for incident response.

Based upon the above, this area is acceptable.

2.3 Notifications and Communication The Department of Public Safety is responsible for site security and after hours notification of staff. Public Safety conducts periodic tours of Ward Laboratory during back shifts, weekends and holidays. Reactor building fire alarms are received at the Public Safety dispatch center. The inspector oberved a demonstration of this alarm which confirmed that it was operable. The Public Safety staff was knowledgeable concerning its use. All call lists were current. Additionally, call lists are located on each major entrance / exit from Ward Laboratory. There are a variety of dedicated radio and telephone circuits from the Public Safety dispatch center to Ithaca officials.

2.4 Off site Coordination i

Letters of Agreement (LOAs) with the Health Science Center (HSC) and the New York State Police (NYSP) were reviewed. A letter was sent to the HSC in December,1988. The liSC Md not renewed the LOA at the time of the inspection, but verbally Wicatc:1 -thr.t the agreement was

valid. The inspector determined sat the LOA whh the NYSP to provide

aware of the LOA, and in fact stated that normal NYSP policy was not to provide escort services. Lieutenant Foley indicated that he was willing to work with Cornell University regarding this issue. The licensee agreed to

expedite this LOA. Additionally, the licensee agreed to revise their -

L Emergency Plan to require periodic updating of the LOAs.

L The Department of Life Safety provides several services to Ward l

Laboratory including fire and first aid response. Life Safety staff are

trained tc respond to fire and injury incidents.with available equipment and support the Ithaca Fire Department when they respond. The inspector noted that the Ithaca Fire Department has not received any

indoctrination tours of the Ward Laboratory. The licensee agreed to

schedule an indoctrination tour.

2.5 Training. Drills and Exercises j

Four of five Emergency Directors are also licensed Senior Reactor l

Operators. They receive annual training which includes emergency response. This training was current. Life Safety and Public Safety personnel receive annual instruction and an indoctrination tour of the I'

Ward Laboratory. This training was current. Other Ward Laboratory personnel receive annual safety training which includes the Emergency

,

L Plan and Implementing Procedures. The fifth Emergency Director L

received this training. The inspector noted that the Radiation Safety i

Office personnel are not included in any of the above cited training, however, they did participate in the annual drills. The licensee agreed to include these staff members in future training sessions.

documented and included comments for improving performance.

Additionally, the Ward Laboratory Safety Committee reviewed the results of each drill.

Based upon the above, this area is acceptable.

3.0 Exit Meeting

,

The inspector met with licensee personnel denoted in Section 1 at the conclusion of the inspection to discuss the scope and findings of this inspection as detailed in this report.

The licensee was informed that no violations were identified. Several areas of improvement were discussed. The licensee acknowledged these findings and

agreed to evaluate them and institute corrective actions as appropriate.
