Material Control and Accounting Program a.
Program Management - The inspector verified through a review of records that the licensee maintained nuclear material control procedures that are documented in its Radiation Safety Manual dated October 30, 1989.
Custody of the special nuclear material (SNM) and the management of the material control and accountability program were the responsibilities of the Director Radiation Safety. No discrepancies were identified, b.
Shipping and Receiving The inspector determined through a review of records that the licensee maintained procedures to assure that all special nuclear material shipped or received was accurately accounted for. There were no shipments or receipts of SNM tor the period April 1, 1989 to present for either license, c.
Storage and Internal Control The inspector determined through observations and review of records that the licensee was maintaining a system of storage and internal controls that indicated the quantity,-identity, and current location of all SNM within the facility.
The licensee had the plutonium beryllium sources, plutonium alpha sources, foils, ~ reactor control rods and the fission plate from the reactor, stored in locked containers. The keys for these storage containers were kept locked within the access controlled area.
No discrepancies were identified.

Invertory The inspector determined through a review of records that the licensee had conducted semi-annual physical inventories in conjunction with the submittal of DOE /NRC Form-742 and 742C. The licensee maintains the signed Form-742C as inventory documentation.

. > .. The inspector conducted a physical inventory of SNM at th'e facility. -The inventory included SNM on both the R-31 and SNM-164 licenses. The inspector verified each item on the inventory and confirmed that all items were listed.

Records and Reports The inspector audited the Material Status Reports-(DOE /NRC Form-742) submitted-for the period April 1, 1982 through September 30, 1989, to verify compliance with 10 CFR 70.53.
No discrepancies were noted.
The material balance summary for the period covered by this inspection is shown in Exhibit I.

General Physical Security Requirements for Special Nuclear Material of Low Strategic Significance The licensee's program for the physical protection of special nuclear material of low strategic significance was reviewed by the inspector for conformance to the NRC-approved physical security plan. The inspector examined physical barriers, access controls, procedures, and key control, and observed a licensee test of alarm system features.
The inspector found that_the-implementation of the licensee's program met the general performance requirements and objectives of the governing regulations.
The inspector also reviewed the revised physical security plan, which was - recently submitted to the NRC under 10 CFR 50.54(p) criteria, due to the status of its reactor license, number R-31, being changed from " shut-down" to " possession only," in anticipation of decommissioning. The implemented and planned revisions were reviewed.to ensure that they met the require-ment of the controlling regulations.
The revisions appeared to be sati sfactory.

Exit Interview . The inspector met with Dr. W. Keene, Director, Radiation Safety at the conclusion of the inspection on February 9, 1990.
