Nonroutine announced inspection of physical security program. Areas inspected were selected parts of the Security Plan.
The inspection involved 5 man-hours onsite by one NRC inspector.
The inspection was initiated during licensee's non-regular hours.
Results: Of the areas inspected, no apparent items of noncompliance were identified.

Security Plan / Security Organization / Security Program 4.eview/ Surveillance The licensee's security plan was reviewed by the inspector and discussed with licensee representatives. No changes to the plan have been made and no revisions to the plan have been submitted to Licensing subsequent to the plan dated August 23, 1974.
The University of Virginia Police Department provides both scheduled and random patrols of the reactor facility. Discussions with police department and operations personnel revealed the patrols are conducted as scheduled and include a physical check of the building's doors and windows.
All police department personnel are certified by the State of Virginia and are armed with.38 caliber pistols.
All police personnel have toured the reactor facility.

Access Control / Protection of Sh3/ Locks and Keys Access to the facility was observed by the inspector to be provided as described in the Security Plan. All entries to reactor rooms and the outer doors were observed by the inspector to be locked and/or controlled as required.

RII Rpt. Nos. 50-62/78-4 and 50-396/78-3-2-All required barriers were observed by the inspector to be in place and maintained as required by the security plan. As a result of the inspector's tour of the exterior of the facility during the hours of darkness, it was observed that the licensee has since the last inspection installed protective lighting at the end of the building housing the UVAR reactor.
The licensee controls access to the reactor facility through a lock and key system or by direct observation of doors.
Discussions with licensee personnel and observations by the inspector revealed that access to the reactor and reactor control rooms are controlled through a separate lock and key system with none of the keys permanently issued and none taken off site.
The licensee has recently installed a push button type lock on the outer grated door to the UVAR facility which enables that door to remain locked at all times.
4.
Alarm Systems / Communications The licensee's intrusion detection system was discussed with reactor personnel and campus police representatives and observed and tested by the inspector. The syctem was found to be installed and operating as described in the security plan. In addition to commercial telephone, the licensee maintains a portable radio at the reactor facility for use in contacting the campus police department.

Exit Meeting An exit meeting was held on December 29, 1978.
The licensee was advised that no items of noncompliance were identified.
