Routine unannounced inspection of the decommissioned facility by a regional based i

inspector including radiation monitoring, access to the facility, audits, mainten-j ance and records.

Shortly after arrival, a tour nf the facility was conducted.

The inspecton involved six inspector-hours onsite by one regionally-based inspector.

Results:

No items of noncompliance were identified.

2.

Administration and Organization The following organization changes have occurred:

a.

Dr. K. Tauer has replaced Dr. J. Priest as the Chairman of the Reactor Safeguards Committee.

b.

Mr. J. Park, has replaced Captain J. Kraer as the Chief of the Facilities Engineering Branch.

c.

Mr. F. Schneller has replaced Mr. D. Stevens as the Health Physicist.

3.

Radiation Monitoring Technical Specification 3.a requires that a facility radiaton survey, including smears, be performed at least quarterly.

The inspector reviewed survey data for the period September 1979 through September 1980 to determine if the surveys had been performed as required.

The surveys were performed at the required frequency.

General area radiation was at background levels, except above the reactor pool, where the level was 2-3 mrem /hr.

Removable contamination levels were at background.

No items of noncompliance were identified.

Logs and Records To review the conduct of operations since the previous inspection, the inspector examined the following licensee records covering the periods indicated:

Records of Access to the Reactor Facility, June 1979 through June 1980.

Cathodic Protection Surveillance Record, April 1979 through July 1980.

Surveillance Tests a.

Technical Specification 4.a.(1) requires a weekly visual inspection of the heating and ventilation systems.

The inspector reviewed the Intelligence and Security Branch records of access to the reactor facility in order to verify that individuals responsible for making the visual inspections in the area made entries into the facility at least weekly.

No items of noncompliance were identified.

b.

Technical Specification 4.a.(2) requires a monthly check of all heating and ventilation equipment in accordance with a written checklist.

The inspectons review of completed checklists revealed that the required inspections were performed during the period January through June 1980 as required.

No items of noncompliance were identified.

c.

Technical Specification 4.b requires that voltage and current readings of the cathodic protection system be obtained quarterly.

  • The inspector reviewed records for the period April 1979 through July 1980 to determine if the requirement had been satisfied.

No items of noncompliance were identified.

d.

Technical Specification 4.c requires a check of fire fighting equipment be performed at least annually.

The inspector reviewed documentation of the equipment inspection for the period June 1979 through August 1980 to determine if the inspections had been perfonned.

The documents indicated that monthly inspections had been done.

No items of noncompliance were identified.
