Organization, Logs and Records l

The inspector verified that the Lynchburg Pool Reactor (LPR) organization and staff responsibilities are as described in section 6.1 of the LPR Techncial Specifications.

A review of the operating logs for the LPR and CX-10 verified that the operations were conducted by the required licensed personnel.

A representative sample of the L?R and the Critical Facility (CX-10)

operating legs, maintenance logs, surveillance recora logs and facility checklists (startuo, operating and shutdown) for approximately the past year i

were reviewed to verify that applicable procedural and regulatory require-

ments were met. No violations or deviations were noted.

Review and Audit

The minutes of the Safety Review Com.nittee (SRC) were reviewed and it was verified that the membership and audit functions met the requirements of the

7.

Procedures The inspector reviewed the LPR operating, mainter.cace and test procedures to determine if the procedures were written, reviewed, approved and maintained as required by section 6.4 of the Technical Specifications.

The reactor instrumentation test procedure (specifically the shim-safety rod drop delay tirne_ measurement) had been prepared and reviewed by the SRC but the procedure was not formally released.

The licensee has committed to

releasing the final test procedure on a timely basis. This is an inspector followup item (99/81-01-01) No violations or deviations were noted.

8.

Requalification Training The inspector reviewed the B&W requal i fication program for licensed ocerators for the LPR and CX-10.

The training, testing and operating requirements were met.

There was a syatem for a formal notification of changes in facility design, aperating procedures and license changes.

No violations or deviations were noted.

9.

Surveillance The inspector reviewed the licensees program for performance of surveillance items required by Technical Specifications section 4.0 and the retantion of operating records per Technical Specification section 6.5.

No violations or deviations were noted.

10.

IE Circular Followup IEC 79-08 Attemptec Extortion - Low Enriched Uranium The licensee had received the circular and reviewed their security for preventing the theft of reactor materials.

The inspector had no further questions.

IEC 79-15 Eursting of High Pressure Hose and Malfunction of Relief Val.ve and

"0"-Ring in Certain Self-Contained Breathing Apparatus This circular was received by the licensee but is not applicable to the type of self-contained breathing apparatus (SCSA) used by S&W. The licensee uses a MSA Air Mask Model 401. The inspector had no 'urther questions.

IEC 80-02 Nuclear Power Plant Staff Work Hours The licensee had reviewed the circular for acclicability to their facility.

Each supervisor had submitted comments on its impact in their area.

It appears from past experience that this is not a problem at B&W.

The inspector had no furtner questions.

IEC 80-14 Radioactive Contamination of. Plant Demineralir.ed Water System and Resultant Internal Contamination of Personnel

.The inspector. verified that the licensee had received the circular. A previous circular, IEC 77-14, had addressed this sane subject and the LPR and CX-10 facility was modified at that time.

There are now twa check valves in series and c temporary hose connection used for adding make-up water to contaminated systems. A daily checklist requires the temporary hose be checked prior to leaving each evening. The inspector had no further questions.

11. -Annual Report The 1980 Annual Report for the LPR was reviewed for compliance to section 6.6.1 of the Technical Specifications. No violations or deviations were noted.
