Bionomics was authorized by the State of Tennessee to perform a variety of waste handling and processing activities at its facility in Kingston, Tennessee, and at temporary job sites in State jurisdiction. The company performed work at temporary job sites in NRC jurisdiction under the terms of a reciprocity request filed in February 2022 for the remainder of the calendar year. The scope of this inspection was limited to an evaluation of waste handling activities (preparing and packaging of disused fixed gauges) at the site of the former Detroit Renewable Power station at 5700 Russell Street in Detroit, Michigan.

The inspector accompanied the licensee's field personnel to the job site in Detroit to observe the preparation and packaging of 29 generally licensed fixed gauges containing Cs-137 sealed sources that had already been removed from process equipment and secured in a locked and posted multi-modal container. The licensee's staff secured the shutter of each fixed gauge in the closed position (if not already locked closed) and packaged all 29 in a Type A container with due consideration for minimizing exposure rates outside the package and limiting the shifting of contents. The package was adequately labeled (as confirmed by independent surveys) and blocked and braced along with other waste containers in the licensee's vehicle. Radiation exposure rates exterior to the vehicle and in the passenger compartment were below regulatory limits to members of the public in unrestricted areas. The licensee's personnel used adequate dosimetry and calibrated and operable radiation detection instruments during this work, and were knowledgeable of radiation protection principles and regulatory requirements for radiation protection and transportation of hazardous material.

The inspector reviewed a selection of records including shipping papers and waste manifests. Following the inspection, the inspector also confirmed that the package containing the disused gauges was received without incident by the licensee at its facility in Tennessee, with an estimated burial date in August or September 2022 at an authorized disposal facility in Texa No violations of NRC requirements were identified as a result of this inspection.
