Basin Testing Lateratory, Inc.
ATTN: William Cobban President P.O. Box 1854 Highway 2 and 85 North Williston, North Dakota 58801 Gentlemen:
This refers to the routine, unannounced radiation safety inspection conducted by Ms. L. L. Kasner of this office on February 13, 1990, of the activities autnorized under the general license pursuant to 10 CFR 150.20, and to the discussion of our findings held by the inspector with your radiation safety officer at the conclusion of the inspection.
This letter also acknowledges receipt of NRC Form 241, dated 7ebruary 9, 1990, which you submitted to report proposed activities in Nonagreement States.
The inspection was an examination of the activities conducted under the license as they relate to radiation safety and to compliance with the Commission's rules and regulations and the conditions of your Agreement State license. The inspection consisted of selective examinations of procedures and representative records, interviews of personnel, independent measurements, and observations by the inspector.
No violations or deviations were identified.
As reviewed with you during this inspection, the provisions of the general license pursuant to 10 CFR 150.20 are intended to authorize activities at temporary jobsites within NRC jurisdiction. This general license is granted to persons holding a specific Agreement State license where the licensee maintains an office for directing the licensed activity, and authorizes only those activities previous!y approved under the specific license. The general license is not intended to circumvent the requirement to obtain an NRC license for those individuals dispatching activities from field offices established in Nonagreement States.
Should you decide to establish a field office in the state of Wyoming, you must first apply for and receive an NRC Byproduct Material License.
