Dear Mr. Larson:

On August 29, 1996, Mr. Steven R. Courtemanche of this office conducted a safety inspection at the Hubbard Brook Experimental Forest in Campton, New Hampshire of activities authorized by an NRC general license. Your activities in NRC jurisdiction are authorized by a general license granted by 10 CFR 150.20(a). The inspection was an examination of your licensed activities as they relate to radiation safety and to compliance with the Comnaission's regulations and the license conditions. The inspection was limited to observations by the inspector, interviews with personnel and selective examination of records related to activities within the NRC's jurisdiction. The findings of the inspection were discussed with Rachel O'Brien of your staff, at the conclusion of the inspection.  !

Within the scope of this inspection, no violations were identified. l The inspector noted that a copy of your operating and emergency procedures were not provided to Ms. O'Brien for her use at the temporary jobsite and our :

review. Please provide the above documents to authorized users at temporary jobsites so that your licensed program can be more efficiently inspected in the future. Also, it was noted that there was very limited access to the key for the storage area for the portable gauge. In case of an emergency, personnel would not have been able to remove the gauge from danger had the opportunity presented itself. Please consider reviewing the situation at the Campton, New Hampshire temporary jobsite for applicability at other jobsites.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, l Title 10, Code of Federal Regulations, a copy of this letter will be placed in I the Public Document Room. No reply to this letter is required.
