The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the Nuclear Regulatory Commission (NRC) rules and regulations and the conditions of your license. The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector. The inspection findings are as follows:

[ZJ Temporary Job Site Inspection 5364 South US 231, Wolcott, IN PROGRAM SCOPE This was an unannounced field inspection of a materials and product qualification testing firm authorized by the State of Minnesota to possess and use portable gauges for measuring the physical properties of materials at a facility in St. Paul, Minnesota, and at temporary job sites withing the State. The licensee conducted these activities in NRC jurisdiction under a reciprocity request filed in April 2018 for the remainder of the calendar year. The scope of this inspection was limited to the conduct of licensed activities (soil compaction testing using one Troxler 3400 series gauge) on a wind farm expansion project headquartered in Wolcott, Indian PERFORMANCE OBSERVATIONS The inspector visited the licensee's mobile materials laboratory on the premises of the wind project's headquarters and lay-down yard in Wolcott to evaluate the licensee's measures for materials security, hazard communication, and exposure control. The inspector confirmed that the licensee secured its gauge with at least two independent physical controls that formed tangible barriers against unauthorized removal when not in use. The inspector also conducted independent surveys in the vicinity, and found no exposures to members of the public in excess ofregulatory limits. The inspector was unable to observe the conduct oflicensed activities, as the licensee had already completed soil compaction testing for the day. Instead, the authorized users on-site demonstrated the implementation of licensee procedures for the safe use and transport of gauges, and discussed with the inspector a variety of radiation safety topics. Through these demonstrations and discussions, the inspector found the users to be knowledgeable of radiation protection principles and licensee procedure While on-site, the inspector also reviewed a selection of available records, including shipping papers, hazmat refresher training, leak test results for the gauge, and copies of the licensee's State of Minnesota licens No violations ofNRC requirements were identified as a result of this inspection.
