This was an announced, remote reciprocity inspection of a non-destructive testing company authorized to use radioactive material for industrial radiography at temporary job sites throughout NRC jurisdiction provided by their reciprocity license. The licensee stored their radiographic exposure devices in Oklahoma, and had been working on the premises of Thermal Engineering an NRC license in Joplin, MO. In accordance with current agency policy during the Covid-19 public health emergency, this inspection was announced, and performed through telephonic and video conferencing interviews with the licensee's Radiation Safety Officer (RSO), and other licensee staff, observations by the inspector via video, and review of requested documentation provided by the licensee.
PERFORMANCE OBSERVATIONS
The inspector evaluate the licensee's measures for materials security, hazard communication, and exposure control virtually. The inspector reviewed a selection of the licensee's program documentation, including shipping papers, daily camera checks, and certified radiographer card. At the time of the inspection, the NRC inspector did not have the opportunity to observe the performance of industrial radiography operation. The licensee demonstrated radiographic operations, performing camera checks, filling out the utilization logs, filling out the placards for the camera, equipment maintenance, survey meter use, barrier control, and emergency response. The inspector interviewed the licensee's radiation safety officer to discuss a variety of radiation safety topics, including the use of shielding during radiographic operations, and emergency response measures. The inspector further examined a selection of in-use pocket dosimeters, alarming rate meters, and survey instruments, and found all to be calibrated, operable, and properly used.
No violations of NRC security requirements were identified as a result of this inspection.
