Ronan Engineering Company, a fixed gauge manufacturer, was authorized by the Commonwealth of Kentucky to manufacture, distribute, install, service, relocate and store fixed gauges containing byproduct material at its facility in Florence and at temporary job sites in the jurisdiction of the Commonwealth. The company performed work at temporary job sites in NRC jurisdiction per a reciprocity filing made in July 2025 for the calendar year. The scope of the inspection was limited to an evaluation of licensed activities (commissioning of two generally licensed RLL-1 devices containing Cs-137) at a coal plant in Newburgh, Indian The inspector accompanied the company's field service engineer to the job site in Newburgh and evaluated the commissioning of one of the two RLL-1 devices. The device was in good condition and adequately labeled, and had been installed in a location suitable for the conditions of normal use specified in the SSDR safety evaluation (KY-576-D-113-B). Independent surveys were below maximum radiation levels reported in the safety evaluation. The other RLL-1 device was adequately secured in a locked cabinet inside a locked closet, awaiting installation. The submitted NRC Form 241 dated July 14, 2025, accurately described the work performe The field service engineer wore personnel dosimetry as assigned and used a calibrated and operable gamma survey instrument that read consistently with the inspector's instrument. The engineer was knowledgeable of radiation protection principles as well as gauge construction, operation, and commissionin No violations of NRC requirements were identified as a result of this inspection. The inspector exited with the licensee's RSO following the on-site inspection and clarified that if it so desired in future, the licensee could utilize the general license in 10 CFR 31.6 instead of reciprocity to install and service its own devices in NRC jurisdiction.
