[ZJ Temporary Job Site Inspection CR 12004 and Route T, Adrian, MO PROGRAM SCOPE This was an unannounced field inspection of a pavement engineering and consulting company specializing in race track construction and maintenance, authorized by the State of Alabama to use portable gauges for measuring the physical properties of materials. The licensee conducted these activities in NRC jurisdiction under a reciprocity request filed in August 2018 for the remainder of the calendar year. The scope of this inspection was limited to observations of licensed activities (quality assurance of pavement mats and joints using a Troxler 4640 thin-layer gauge) at a race track construction project outside of Adrian, Missour PERFORMANCE OBSERVATIONS The inspector arrived on site to find licensee personnel performing mat compaction testing on a track bend at the northwest comer of the site. The inspector observed the two individuals for some time prior to announcing his presence, noting that the crew maintained at all times a level of control and constant surveillance that was adequate for the circumstances. The inspector announced his presence as the two individuals returned to their vehicles. The inspector discussed the use and transport of licensed material with the staff, including emergency response measures. The staff confirmed that they had access to an onsite survey meter, as well as others if necessary from a local engineering company (also inspected, see IR 03031561/2018001(DNMS)), which was performing the initial quality control of track pavement. Through these observations and discussions, the inspector found the licensee's staff to be knowledgeable of radiation protection principles, licensee procedures, and regulatory requirement The inspector reviewed available records, including shipping papers, emergency response information, leak test results, and copies of the company's State of Alabama license and its Reciprocity Change Report (NRC Form 241) dated August 31, 2018, which accurately reflected the work performed on the job sit No violations ofNRC requirements were identified as a result of this inspection. The inspector conducted an exit meeting with the licensee's RSO via telephone later that day.
