Dear Ms. Bauman:
This letter responds to your August 2,1987 appeal of this Agency's denial of documents listed on Appendix D of our July'16,1987 response to F0IA 87-193.
In response to your a'ppeal, the withheld material was again reviewed.
On the basis of this review, I affirm the Agency's action in this matter.
The withheld Appendix 0 documents consist of internal investigative !
material that reveal preliminarily the scope and course of a newly initiated Agency investigation. Release of this material could -
reasonably be expected to interfere with enforcement proceedings since f it could allow the persons or entities under investigation to shield potential wrongdoing from the Agency. Consequently, the Agency's reliance on Exemption 7A to deny disclosure of these documents was entirely proper.
This letter represents final Agency action on your August 2,1987 l appeal. Judicial review of the Agency's action is available in Federal District Court in the district in which you reside, or have your principal place of business, or in the District of Columbia.
