Dear Mr. Bassin:
Please accept this letter and the attached applications as requests to revise and renew our Manufacturing License (#12-12267-02) and Distribution License (#12-12207-03f. The purpose of the amendments is to permit us to manufacture and distri-bute a smoke detector which: -
- a. Utilizes a total of 1.0M.Ci of Am 241 instead of the present 12.2ACi per device.
- b. Utili~ zes a sensing module (which contains the Am 241) built by our Residential Division in Minneapolis, Minnesota (under License #22-01870-13). This eliminates the possibility of any employee at the Arlington Heights facility from contacting f the radioactive sources.

Because we will be purchasing the sensing modules from our Residential Division, all testing procedures for the radioactive sources and the sensing modules, which fully 9ontain them, are identical to those submitted by the Residential Division in their application. In a'ddition, Dr. James Johnson our Health Physics Consultant and a Certified Health Physicist has conducted external radiation measurements utilizing the new (1.0ACi) sense modules, when they are assembled into our smoke detector housing. Dr. Johnson has reviewed these appl.ications prior to submittal to your office. We are anxious to begin using the lower activity sources (1.0ACi) as soon as possible. Because these sources and holders have already been approved by the N.R.C. for manufacture and distribution (License #22-01870-13 & 22-01870-14E - Residential Division of Honeywell), we are hoping that the approval process can be expedited. I will appreciate any help that you are able to give in this matter. ' e - :- ,

Reference #2 AEC 313 - ' 7-As on our original application dated March 22,1973, the byproduct material will be utilized for the manufacture of Commercial - Industrial, ionization smoke detectors. These detectors are installed in commercial and industrial-type facilities by trained service personnel. These detectors are designated as the TC100 series ionization smoke detectors. The 0.45sqCi Americium sources, mounted in holders #A-10088, are received, tested, and assembled into the sensing module assembly and shipped to us by the Residential Division as authorized under their License #22-1870-13. At no time will the operators be able to can. tact the radioactive sources by natural neans. In addition, we will continue to assemble our own sense

performed at our facility as approved on our current license. All leak testing and verification of sources will be performed by or - for the Residential Division of Honeywell as described in'their License #22-1870-13. NOTE: The sensing modules are assembled in Minneapolis by the Residential Division, all specifications regarding this module are contained, in detail in their application for license. The following additional procedures will be performed at Arlington Heights, Illinois by the Comercial Division, upon receipt of the sensing modules.
- 1. The cartons will be received on the Honeywell dock. They will not be opened on the dock for counting, inspection, or any other reason.
- 2. The unopened cartons will be held in the receiving area until the papenvork is cleared.
- 3. The unopened cartons will be delivered to the storage area
' in the smoke detector assembly area.
-? 4. A representative sampling of sense modu-les will be inspected U to verify that the two sources in each module are matched in

'. 5. If the lot is rejected, it will be' returned to the Residential division.
- 6. The accepted lots will be placed into the storage cabinets until needed for production.
- 7. The sense module is secured to the base of the detector by three bend tabs (ears).
- 8. The detectors are then ready for calibration, packaging and shipping.
- 9. Each detector will have a .031" thick paper insulator securely attached via two screws. This insulator will be imprinted with permanent black ink and will contain-

INCORPORATED AUTHORIZING DISTRIBUTION OF !!ODEL TC 100A FIRE DETECTORS TO PERSONS EXEMPT FROM THE REQUIRE'IENTS FOR A LICENSE PURSUANT TO SECTION 30.20, 10 CFR 30 - General Description In its application Honeywell, Inc., 1500 West Dundee Road, Arlington Heights, Illinois 60004, requested a license authorizing distribution of the Model TC 100A fire detector.* The device is designed to detect incipient fires by responding to the products of combustion produced by the thermal decomposition of build-ing materials or contents prior to the appearance of visible smoke, flame, or appreciable heat. The sensitive element of the device is the detection chamber in which air flowing into the device is made conductive by alpha particles emitted by radioactive amercium 241.

Combustion products entering this chamber cause a reduction in chamber
,_ current which energizes an internal lamp (light-emitting diode). A signal is also transmitted to the control panel which activates an audible alarm. The unit is stabilized against effects of changes in .. ,J temperarure, humidity and pressure by a separate reference chamber.

housing enclosing electronic components, chamber areas, and the ameri-cium 241 in the form of two Nuclear Radiation Developments Model A-001

a foil consisting of americium oxide dispersed in a gold matrix and sandwiched between a 0.2 m thick silver layer and a 0.002 m gold

The 0.'5 cm diameter foils are secured in the brass source holders by
., crimping the holder wall over the outer edge of the foil. The source holders are staked to 0.025 inch thick stainless steel hemispherical chambers. The detection and reference' chambers are fastened on oppo-site sides of a printed wiring board and an insulating assembly con-sisting of a 0.10 inch thick sheet of Teflon between two 0.025 inch thick discs of stainless steel. The source holders are thus encom-i passed by stainless steel components. The external housing has a .
circumferential row of openings to allow passage of ambient air to p' the detector chamber. There is, however, no direct view of the foil

(7 The detector is installed by securing the mounting cap to the ceiling and attaching the detector to this cap by means of three metal bars in the cap engaging three slots in the' top of the detector as it is twisted _ into the cap. Removal of the detector from the cap will expose the warning label described in the next section. Conditions of Normal Use and Disposal The detectors are usually mounted on the ceiling but can be mounted in
-false ceilings, under floors, or internal ,to electrical cabinets or air ducts.
The expected useful life for these detectors is 15 years. It is expected that most of the units will be returned to Honeywell, Inc. for disposal in accordance with the label which states:

The following tests were performed on prototype units to demonstrate the ability of the detector to maintain its integrity under normal and severe n conditions of use:
- 1. The mechanical stake of the source holder to the chamber was subjected to a 50 lb. pull test.
- 2. Two chamber assemblies were dropped one hundred times from a height i of 8 feet into a metal pan supported by a wooden floor. -

. .s None of the test results indicated a failure of source security or integrity, and no removable activity in excess of 0.005 microcurie - was found. Detectors and foils similar to those to be used by Honeywell were tested by the Oak Ridge National Laboratory, the Radiochemical -
, , , , Centre, Amersham, England, the Battelle Memorial Institute, and the L,. Factory Mutual Research Center. The test results attest to the ability of the foils to retain the americium 241 under a variety of conditions, including exposure to heat and fire.
