In accordance with the amendments to the physical protection regulations for operating nuclear power reactors whi;h modified the design basis threat to include the use of a land vehicle, Georgia Power Company (GPC) imp;emented the necessary vehicle control measures, including vehicle barrier systems, t a protect against the malevolent use of a land vehicle. The measures were implemented ar.d became effective prior to February 29, 1996. A summary description of the vehicle control measures was previously provided by GPC's letter to the NRC dated Febmary 28,1995.
In accordance with 10 CFR 73.55(c)(10), the required vehicle control measures were incorporated into the Plant Hatch Physical Security Plan. Since the vehicle control measures are an enhancement to the physical protection provided, the incorporation of the measures is in accordance with 10 CFR 50.54(p)(2.). Additionally, selected editorial changes are included in the security plan revision. Enclosure 1 provides a detailed i
de.ciription of the changes and the justification for the determination of no decrease in Safeguards effectiveness. Enclosure 2 provides the revised Physical Security Plan pages.
