In accordance with 10 CFR 50.4 and 10 CFR 50.54q, enclosed is Revision 4 to the Humboldt Bay Power Plant (HBPP) Unit 3 Emergency Plan for SAFSTOR.
Because the Emergency Plan was incorporated into the HBPP Plant Manuals, it was numbered according to the current PG&E system for maintaining the Plant Manuals. Therefore, " Volume 3, Revision 22" appears at the top of each page of this revision of the Emergency Plan. Also, Section 9.0 of the Emergency Plan has been revised to include Local Letters of Agreements with local hospitals, Humboldt County fire departments, and local ambulance services.
These revisions to the approved Emergency Plan have not reduced the ef f ectiveness of the Plan.
