The enclosure to this letter contains information regarding changes to the Humboldt Bay Power Plant, Unit 3 Physical Security Plan (PSP), dated February 14, 2005.

These changes do'not decrease the safeguards effectiveness of the PSP and are submitted in accordance with 10 CFR 50.4(b)(4), pursuant to 10 CFR 50.54(p)(2).

Pursuant to 10 CFR 50.54(p)(2)

Pursuant to the requirements of 10 CFR 50.54(p)(2), the following changes to the Humboldt Bay Power Plant, Unit 3 Physical Security Plan (PSP) are being submitted:

Chapter Page Section Comments 1 On page 1 of 1, in the "Contents" portion of the Cover Sheet, a reference was made to Attachment No.1, NRC Order EA-03-099.

iv On page iv, a reference was made to Attachment No.1, Access Authorization, NRC Order EA-03-099 (additional security measures for access authorization, fitness for duty, and behavior observation) that was issued to decommissioned reactors, dated August 18, 2004.

6 6-1 6.1.2 On page 6-1, in section 6.1.2 "Screening", "The contract Security service company and/or" has been deleted. A sentence was revised to state that PG&E shall perform checks on applicants in accordance with the requirements set forth in NRC Order EA-03-099 (additional security measures for access authorization, fitness for duty, and behavior observation at decommissioned reactors) issued August 18, 2004. These requirements are described in detail in procedures. See Attachment No.1 to review this order.

6 6-2 6.1.2 Parts c, d and e have been deleted from section 6.1.2.

"As required in 6.4.1 and 6.4.2 to detect any indication of aberrant behavior" has been deleted, and the following has been added: "in accordance with the requirements set forth in NRC Order EA 099 (additional security measures for access authorization, fitness for duty, and behavior observation at decommissioned reactors) issued August 18, 2004.

These requirements are implemented through procedures. See Attachment No.1 to review this order."

6 6-3 6.4.1 In section 6.4.1, "Personnel granted unescorted access to HBPP Unit 3, and " has been deleted.

6 6-3 6.4.2 Section 6.4.2 has been deleted.

6-4 6.5 Section 6.5 has been deleted. Sections 6.6 through and 6.11 have been renumbered 6.5 through 6.10.
