V-91-01, Revision 3, dated June 14, 1991 Letter, J. W. Baker to J. B. Martin, NRC Basis for Operation During Annual Maintenance and Refueling Outage, Revision 1, dated April 12, 1991 In the most recent revision to the NRC Confirmatory Action Letter (Reference 1), the NRC restricted crew manning to those crews which are depicted in Attachment 1 of Reference 2 and Crew X. Reference 1 also stated that for any shift crews other than those previously described, the Supply System is required to notify the NRC of the crew composition and experience prior to assuming shift responsibilities.

-On June 17, 1991, Mr. S. L. McKay, Operations Manager, published the composition of the six operating crews at WNP-2.. This six-crew compliment is depicted in Attachment 1 of this letter. The Supply System is requesting that Crew B be approved to assume shift responsibilities in operational Modes 4 (shutdown) and 5 (refueling). This approval is necessary to support the present licensed operator remediation training program while still maintaining a four-crew, eight-hour shift rotation.

This minimum shift rotation is a requirement of the Confirmatory Action Letter.

With the exception of G. Bishop, all members of Crew B passed the June 5 and 6, 1991 operator requalification re-examination.

Allmembers of Crew B participated in the remediation training program that was put in place as a result of the February 1991 requalification exam and the March 1991

operational evaluation failures.

Presently, members of Crew B are participating in three weeks of simulator and classroom training (June 24 to July 13) to enhance their skills to work together as a team and prepare them for a yet-to-be-scheduled NRC-administered operational evaluation.

Through the evaluation process, the Supply System is confident that these individuals possess the skills required to work together as a team.-

The team exhibited strong communications and teamwork skills in concert with strong technical skills in using the EOPs.

G. Bishop, in the position of Shift Support Supervisor, willnot perform or assume any duties requiring a senior reactor operator license.

. Attachment 2 summarizes the results of examinations administered to each of these individuals beginning with the February 1991 requalification examination.

It is requested that the Supply System receive approval for Crew B to assume shift duties in Modes 4 and 5 on or before July 13, 1991 in order to support the present remediation training schedule.
