1989 The reference requested changes to the WNP-2 Technical Specifications in accordance with guidance provided by the staff in Generic Letter 87-09.
Subsequent reviews of the reference have identified three action statements for which changes should not be made.
These are 3.3.7.4.b, 3.4.4.a.l and 3.6.1.3.b.4 (see attachment 1).
The phrase "provisions of Specification 3.0.4 are not applicable" should be retained.
Additionally with implementation of the clarifications recommended by the staff in Generic Letter 87-09, some editorial clarifications to the remaining technical specifications should be made.
In several cases the recommended
- changes, once incorporated, render the remaining portion of the technical specification action statement unnecessary.
These editorial changes are shown in attachment 2.

Page Two The Retraction of the proposed changes to the three action statements leaves the action statements in the currently approved condition.
No supporting justification for this action is necessary.
The editorial changes are extensions of the requests made in the reference and are bounded by the no significant hazard determination and 10CFR51.22(c)(a) exclusion statements provided by the reference.
This clarification has been reviewed and approved by the WNP-2 Plant Operations Committee (POC) and the Supply System Corporate Nuclear Safety Review Boar d (CNSRB).
In accordance with 10CFR50.91, the State of Washington has been provided a copy of this letter.
