Washington Public Power Supply System P.O. Box 968 3000 George Washington Way Richland, Washington 99352 (509) 372-5000 July 26, 1983 G02-83-660 Docket No. 50-397 Director of Nuclear Reactor Regulation Attention:

Mr. A. Schwencer, Chief Licensing Branch No.

2 Division of Licensing U.S. Nuclear Regulatory Commission Washington, D.C.

20555

Dear Mr. Schwencer:

Subject:

NUCLEAR PROJECT NO. 2 SAFETY EVALUATION REPORT, NUREG-0892, OUTSTANDING ISSUE 1.7(9),

MODIFICATIONS TO ADS SYSTEM LOGIC

Reference:

Letter, GD Bouchey (SS) to A. Schwencer (NRC),

"Safety Evaluation Report, NUREG-0892, Outstanding Issue 1.7(9), Modifications to ADS System Logic",

dated May 4, 1983 In the reference letter, the Supply System committed to implementation of a NRC mandated change to the existing ADS System Logic.

This change would pre-clude the need for operator initiation of ADS during certain selected accidents which do not result in high primary containment pressures.

The Supply System has evaluated the proposed options for the change and con-cluded that it will implement BWROG Option 2 (elimination of the high drywell pressure trip portion of the existing logic, plus addition of a manual inhibit switch).

The implementation schedule for incorpor ating this modification has not been determined pending completion of design details.

As a result of this change, the ADS will become fully automatic and, in conjunc-tion with the existing low pressure ECCS systems, will provide backup redun-dancy for the HPCS under all high pressure, level decreasing events.

Thus, the reliance on the RCIC System as a

HPCS backup for certain selected accidents is eliminated.

For this reason, the RCIC System will no longer be maintained in the WNP-2 Equipment gualification Program.

This will simplify future procurement of spare parts and limit the documentation requirements for the system throughout the life of the plant.

In addition, this change will allow the selection of replacement equipment from a broader spectrum of vendors and increase the poten-tial for incorporation of improved component designs.
