COLUMBIA GENERATING STATION, DOCKET NO. 50-397 2024 ENVIRONMENTAL OPERATING REPORT
Dear Sir or Madam:
This letter is submitted pursuant to Section 5.4.1 of the Columbia Generating Station (CGS)
Environmental Protection Program (EPP), Appendix B to the Facility Operating License No.
NPF-21, which requires Energy Northwest (EN) to submit an Annual Operating Report for the EPP to the U.S. Nuclear Regulatory Commission (NRC) for the prior calendar year.
There was no instance of EPP noncompliance and no change in station design or operation, tests, or experiments that involved an unreviewed environmental question.
On March 6, 2024, there was a malfunction to the halogenation/dehalogenation system resulting in a total residual halogen (TRH) exceedance to the 0.1 mg/L TRH limit established in the stations National Pollutant Discharge Elimination System (NPDES) permit WA0025151.
This event resulted in a nonroutine report pursuant to 10 Code of Federal Regulations (CFR)
§ 50.72(b)(2)(xi), which was completed on March 7, 2024: NRC Notification Event Number 57013.
On September 10, 2024, CGS determined that no more than 30 gallons of silicone oil was inadvertently discharged into the plant service water system due to a failed heat exchanger on a plant installed air compressor. While no visible oil sheen was discovered, this oil leak had a potential to reach the Columbia River via the circulation water basin blowdown line. This event resulted in a nonroutine report pursuant to 10 CFR § 50.72(b)(2)(xi), which was completed on September 10, 2024: NRC Notification Event Number 57314.

GO2-25-076 Page 2 of 2 On September 18, 2024, CGS identified a potential release of lubricating oil into the plant service water system and notified the Washington State Energy Facility Site Evaluation Council and the Washington State Department of Ecology. However, after thorough troubleshooting, EN determined that no oil entered the plant service water system or the Columbia River. This event resulted in a nonroutine report pursuant to 10 CFR § 50.72(b)(2)(xi), which was completed on September 18, 2024: NRC Notification Event Number 57329 and subsequently retracted on October 10, 2024.
