Dear Sir or Madam:

In the referenced letter, Energy Northwest submitted updated Columbia Generating Station (Columbia) Licensing Basis Documents including a publicly available version of Columbias Final Safety Analysis Report (FSAR).

This submittal provides a complete version of the Columbia FSAR in electronic format in. The files are in the Portable Document Format (PDF). Attachment 1 contains a listing of the individual document component filenames comprising. The files have been sized to meet file size limitations for electronic submittals. Additionally, the PDF files in Attachment 2 contain hyperlinks. These hyperlinks are not essential to the FSAR content and are disabled.

Consistent with Energy Northwests past FSAR submittals, Energy Northwest requests that the files contained in Attachment 2 be withheld from public disclosure, in accordance with 10 CFR 2.390(d)(1). Energy Northwest recognizes that a draft Regulatory Issue Summary (RIS) has been issued addressing the public availability of FSAR information and is currently evaluating the impact to future FSAR biennial submittals.
