SURVEILLANCE FREOUENCIES TECHNICAL SPECIFICATIONS CHANGES l

In accordance with the provisions of 10 CFR 50.90, Georgia Power Company (GPC) hereby proposes to amend the Vogtle Electric Generating Plant (VEGP)

Unit 1 and Unit 2 Technical Specifications, Appendix A to Operating Licenses NPF-68 and NPF-81.

1 These changes affect section 3/4.3.1, " Reactor Trip System Instrumentation," section 3/4.3.2, " Engineered Safety Feature Actuation System Instrumentation," and the associated Bases for both the Unit 1 and Unit 2 Technical Specifications (TS).

The proposed changes revise surveillance test intervals (STI) and allowed outage times (AOT) for engineered safety features actuation system (ESFAS) instrumentation and are

based on WCAP-10271, its supplements, and the NRC approvals issued in the i

Safety Evaluation Reports dated February 21, 1985, and February 22, 1989, and the Supplemental Safety Evaluation Report (SSER) dated April 30, 1990.

r Changes to the reactor trip system (RTS) instrumentation TS to revise the STIs and AOTs were included with the original issue of the TS.

However, at that time, the portion of the topicals which dealt with relaxing STIs and AOTs for the ESFAS instrumentation had not yet been approved. For those plants which had Lmplemented the RTS portion of WCAP-10271 separately from l

the ESFAS portion, additional changes to the RTS are recommended associated with the implementation of the ESFAS. relaxations. Thecefore, GPC is requesting specific changes to the RTS specification 3/4.3.1 which are directly associated with implementing the ESFAS relaxations within this L

submittal.

l In addition, GPC is preparing to make plant modifications to perform j

routine testing in bypass of the ESFAS and RTS instrumentation without the use of temporary jumpers or by lifting leads; thus, Georgia Power Company has submitted changes to the subject specifications to incorporate the provisions of " test in bypass."

These modifications are planned to begin in the March 1993 outage for Unit 1 and in the Fall outage for Unit 2.

Nuclear Regulatory Commission ELV-03878 Page 2 It is currently anticipated that the " test in bypass" capability will be installed prior to NRC approval of the associated technical specifications for " test in bypass" surveillance testing. Therefore, pending NRC approval of the Technical Specifications changes associated with testing in bypass for Unit 1, the bypass panels will be administrative 1y controlled to prevent inadvertent operation of the panels.

The proposed changes and their associated bases are described in enclosure 1.

An evaluation pursuant to 10 CFR 50.92 showing that the proposed changes do not involve significant hazards considerations is provided as enclosure 2.

A markup of the affected pages is provided as enclosure 3.

Westinghouse's WCAP-13376, Revision 2,

" Bypass Test Instrumentation for the Vogtle Electric Generating Plant Units 1 and 2" (Proprietary) which details the design modifications associated with the capability to " test in bypass" is provided as enclosure 4.

contains WCAP-13377, Revision 2,

" Bypass Test Instrumentation for the vogtle Electric Generating Plant Units 1 and 2" (Non-Proprietary).

Because enclosure 4 contains information proprietary to Westinghouse, inclosure 6 contains the Westinghouse authorization letter, CAW-93-399, accompanying affidavit signed by Westinghouse who is the owner of the information, Proprietary Information Notice, and Copyright Notice.

The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the commission's regulations. Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR Section 2.790 of the Commission's regulations.

These WCAPs provide Westinghouse *s " test in bypass" design modifications related to VEGP.

However, Georgia Power Company has elected not to implement the " test in bypass" capabilities for the reactor coolant pump undervoltage and underfrequency reactor trip functions. The associated Technical Specifications Actions have not been modified to allow for " test in bypass" for these instruments.

I Georgia Power Company requests a timely review of the proposed changes and requests NRC approval by August 1, 1993.

In accordance with 10 CFR 50.91, the designated state official will be sent a copy of this letter and all enclosures.
