In accordance with 10 CFR 50.54 (a)(3), Georgia Power Campany (GPC) hereby proposes a change to the Vogtle Electric Generating Plant (VEGP) Operations Quality Assurance Program (0QAP). The 0QAP currently specifies in FSAR Paragraph 17.2.1.3 that the size of the site Safety Audit and Engineering Review (SAER) organization will be approximately 15 technical personnel. GPC management has re-evaluated the staffing requirements for the site SAER organization and will be able to adequately carry out all site SAER responsibilities with approximately 8 technical personnel. This change is i being made to the SAER organization to bring staffing levels in line with the work load.

When the VEGP Unit 2 startup test program is completed, the SAER organization will be responsible for conducting the quality assurance audit program. The VEGP Technical Specifications and FSAR Paragraph 17.2.18 require a total of 24 technical audits per year. In actual practice, SAER will conduct many more than the minimum required number of audits in order to ensure that all objectives of the 0QAP are being met. Our manpower analysis has shown that accomplishment of these audits and fulfillment of the audit objectives can be met with a staff of 8 technical personnel on the site.

Based on the above reasons, GPC believes that the 0QAP, as revised, would continue to satisfy the criteria of 10 CFR 50, Appendix B. We have enclosed the affected FSAR pages marked up to show the proposed change. We intend to implement the change on June 30, 1989 and, therefore, request NRC concurrence prior to that date.

l The qualifications for SAER personnel meet the requirements of l Regulatory Guide 1.146, Qualification of Quality Assurance Program Audit Personnel for Nuclear Power Plants, as described in section 1.9.

The minimum qualification for the MSAER is to hold an j engineering or related science degree and have a minimum of 5 years experience in the areas of engineering, field construction, or plant operation. Two of these 5 years must be

1 The general office SAER staff provides technical and administrative support to the onsite SAER in the performance of its assigned responsibilities.

17.2.1.3.1 Manager-Safety Audit and Engineering Review l

The MSAER, located at the general office, is responsible to the vice president-nuclear (Vogtle) for assuring implementation of the OQAP and for managing activities of the SAER organization.

The MSAER can effectively assure conformance to the quality assurance requirements and is free from undue influence and from responsibility for cost and schedules. The MSAER has a staff at the general office and a supervisor-safety-audit and engineering review and his staff located at the site to conduct quality assurance activities. The MSAER has been given authority by the vice president-nuclear (Vogtle) to'stop, in a timely manner, work on the VEGP site which is not being performed in accordance with the provisions of the OQAP. The MSAER keeps management 3 informed on the effectiveness and implementation of the OQAP l through distribution of audit reports and other documents.

Specific duties and responsibilities of the MSAER are as l follows:

A. Manages the SAER organization. l l

B. Develops the quality assurance portions of OQAP to conform to approved policies.

C. Approves and maintains the GPC VEGP Quality Assurance Manual and changes thereto.

l D. Maintains close liaison with the vice president-nuclear l (Vogtle) to ensure that program policies and procedures l are being implemented and enforced.

E. Keeps the vice president-nuclear (Vogtle) informed l orally on routine matters, but reports significant items immediately, both orally and in writing. In addition, major audit reports, including summaries of-

{ audits by major contractors, are forwarded to the vice l president-nuclear (Vogtle). l F. Informs management of quality assurance activities l

through distribution of audit reports and other
