Additionally, monthly operating logs for stationary emergency diesel engines, facility gasoline dispensing data, and diesel fuel use information for portable emissions units operated in accordance with APCD Permit-to-Operate (PTO) 1065-5 are provided.

AIR POLLUTION CONTROL DISTRICT - SAN LUIS OBISPO COUNTY EMISSION INVENTORY INFORMATION Supporting Data Diesel Fuel Oil Sulfur Content and BTU Values 2008 Monthly Operating Logs for Permitted Stationary Emergency Diesel Generators DCPP Emergency Diesel Generators (DCPP EDGs) and the DCPP Emergency Operations Facility Emergency Diesel Generator (DCPP EOF EDG) arc fueled with CARB Ultra Low Sulfur (ULS) diesel fuel oil in accordance with conditions of APCD Permit-To-Operate (PTO) 919-2 and 886-2 to meet the requirements of Title 17 California Code of Regulations (CCR) Section 93115.5. Representative analyses of the fuel burned in the DCPP EDGs during 2008 are attached.

These analyses indicate the sulfur content of fuiel added to the EDG fuel tanks was less than 0.001%. No fuel was added to the DCPP EOF EDG fuel tank during 2008.

The estimated heat content (BTU) value for the fuel provided on APCD Formn-2 was calculated using a Heat of Combustion Calculator (spreadsheet) provided by BP Fuels Global Technology Quality and Technical Service Department.

The DCPP Security Diesel Generator and Facility Diesel-Fired Portable Units burn CARB Ultra Low Sulfur (ULS) clear highway #2 diesel fuel oil supplied by the JB Dewar Company and the Silvas Oil Company. Both vendors supplied receipts indicating that ULS diesel fuel was delivered to DCPP.

Middle distillate: From skin-painting studies olfpctroleum distillates of 'sJmilar composition and distillate range, it has been shown that these types of materials often possess weak carcinogenic activity in laboratory animals. In these tests, the material is painted on the shaved backs of mice twice a week for their lifetime. The material is not washed off between applications. Therefore, there may te a potential risk of skin cancer from prolonged or repeated skin contact with this product in the absence of good personal hygiene. This particular product has not been tested for carcinogenic activity, but we have chosen to be cautious in light of the findings with other distillate streams.

Occasional skin contact with this product is not expected to have serious eftfets, but good personal hygiene should be practiced and repeated skin contact avowided. This product can also be expected to produce skin irritation upon prolonged or repeated skin contact.

Personal hygiene measures taken to prevent skin irritation are exp)ectedl to be adequate to prevent risk of skin cancer.

Materials of this type have been shown to produce kidney damage in male rats following prolonged inhalation exposures. Following extensive research, this effect appears to be unique to the male rat and is considered to be of little or no relevance in terms of human health risk.

This product has a sufficiently low vapor pressure to prevent a hazardous buildup of vapors unless the product is heated, used in a confined space with inadequate ventilation or misted. Inhalation of mist or high concentrations of vapors can produce dizziness, headache, nausea, unconsciousness and death, and possibly cause irritation of the eye, nlose and throat.

Ingestion of this material can cause gastrointestinal irritation and diarrhea. Aspiration of this product into the lungs can cause chemical pneumonia and can be fatal. Aspiration into the lungs can occur while vomiting after ingestion of this product. Do not siphon by Illouth.

N IOSH has recommended that whole diesel exhaust be regarded as a potential occupational carcinogen, based on findings of carcinogenic responses in laboratory animals exposed to whole diesel exhaust. The excess cancer risk for workers exposed to diesel exhaust has not been calculated; however, exposure should be minimized to reduce potential risk.

No component of this product present at levels greater than 0. 1% is identified as a carcinogen by the U.S. National Toxicology Piogram, the U.S. Occupational Safety and Health Act, or the International Agency on Research on Cancer (1ARC).
