Dear Commissioners and Staff:

In accordance with Section V, "Implementing Procedures," of 10 CFR 50, Appendix E, enclosed is an update to the emergency plan (EP) implementing procedures for Diablo Canyon Power Plant, Units I and 2.

As provided under 10 CFR 50.54(q), the changes have been made without prior NRC approval since they do not decrease the effectiveness of the EP. The EP, as changed, continues to meet the standards of 10 CFR 50.47(b) and 10 CFR 50, Appendix E.

This update does not contain privacy/proprietary information in accordance with NRC Generic Letter 81-27.

SCOPE This procedure provides instructions for emergency notification of federal, state, and local agencies in the event of an emergency declared per EP G-1, Accident Classification and Emergency Plan Activation.

2.

DISCUSSION The San Luis Obispo County Sheriffs Watch Commander and the State Office of Emergency Services are to be notified within 15 minutes of an initial classification of an emergency, a new protective action recommendation, changes to emergency classification levels, changes to protective action recommendations, and emergency terminations.

The NRC is to be notified after state and local agencies, but within one hour, and is to be made by the shift manager, shift foreman, or a licensed operator.

If the NRC requests an open phone line with the control room, a licensed operator or other knowledgeable person should be provided for this purpose.

3.

RESPONSIBILITIES Interim Site Emergency Coordinator (ISEC)

Approves all offsite notifications and protective action recommendations until relieved.

Ensures off-site agency emergency notifications are performed until relieved.

Communicators Ensure the performance of off-site emergency notifications.

4.

INSTRUCTIONS 4.1 New Notifications Following a new emergency classification or new protective action recommendation (PAR), ensure:

4.1.1 Form 69-20596, DCPP Emergency Notification Form, is completed immediately.

4.1.2 Within 15 minutes of emergency classification or PAR approval, SLO County and CA State are notified.

4.1.3 After County and State notifications, notify the NRC as soon as possible, but within I hour.

4.2 Follow-Up Notifications 4.2.1 Complete follow-up Form 69-20596, DCPP EmergencyNotification Form approximately every 45 minutes, or sooner if conditions change significantly.

4.2.2 Follow-up notifications to an offsite agency may be waived if it agrees that routine updates are not necessary and conditions are stable.

5.

RECORDS 5.1 Forms 69-20596, completed for drills, are nonquality good business records and shall be retained by Emergency Planning for three years.

5.2 Forms 69-20596 completed for a real event are quality related records and shall be retained in accordance with AD I.IDI.

Instructions for the DCPP Emergency Notification Form Page l of 4 AND2 Notification Process Instructions These instructions are provided to give an overview and timing requirements for providing emergency classification and protective action recommendation notifications Time- 0 Conditions requiring emergency action level classification are recognized or, in the case of a new PAR, MIDAS report is available. This starts the 15-minute clock for the decision maker to classify or approve the classification or PAR.

Time+ 15 Classification is approved or, in the case of a new PAR, the PAR is approved within 15 minutes of Time -0. This is the date and time entered in blocks 7 & 8.

Time + 30 Notifications for the classification or PAR are complete within 15 minutes of Time + 15.

General Instructions All blocks on the form must be completed.

At beginning of notification to offsite agencies, state the following:

"This is from Diablo Canyon Power Plant. I am the

SCOPE 1.1 This procedure provides instruction for the selection of alternate personnel decontamination facilities for use by plant personnel under emergency conditions when the normal decontamination facility at access control is not available for use.

2.

DISCUSSION 2.1 Radiologically contaminated plant personnel are normally decontaminated using the decontamination facility at the radiologically controlled area (RCA) 85 foot access control.

2.2 This procedure describes alternate decontamination facilities and lists some criteria for their selection. In addition, this procedure lists the decontamination supplies generally available at the preferred off-site decontamination facility at the company's information center plus guidelines for the activation and use of this facility. This material may provide guidance for the activation and use of other alternate decontamination facilities, if needed.

RESPONSIBILITIES 3.1 The radiological advisor (RA) shall determine the decontamination facilities to be used under emergency conditions.

A 3.2 Radiation protection engineers, foreman or technicians should supervise the transport and decontamination of contaminated personnel, as directed by the RA and SEC.

3.3 Emergency planning shall ensure the off-site decontamination facility at the company's information center in a state of readiness per EP MT-30, "Decontamination Center".

4.

PREREQUISITES 4.1 Activation of the on-site emergency organization is required for use of this procedure.

4.2 The RA's direction is required prior to use of any alternate decontamination facilities. In addition, SEC approval is required prior to evacuation of personnel from the site, whether contaminated or not.

5.

PRECAUTIONS None

6.

INSTRUCTIONS 6.1 Decon Facility Identification: A listing of suggested decontamination facilities is given below, in decreasing order of preference (most preferable first).

6.1.1 On-site facilities

a.

Access Control Decon Facility

1.

Located at access control on the 85' level in the auxiliary building.

2.

This is the generally preferred decontamination facility; however, it has only a single sink and shower making the handling of large numbers difficult.

3.

Refer to radiation protection procedures for use of this facility.

b.

Bio Lab Diver Facility

1.

Located at the intake area at the foot of the access road.

2.

This is generally the most preferred alternate to access control due to its closed system effluent tank (must be pumped out by tanker truck). However, some backtracking by personnel being decontaminated over their entrance path is required upon exit from this facility (shower entrances and men's/women's room entrance doors - otherwise, separate entrance/exit paths may be established).

3.

Four individual showers and one washbasin are located in the men's room; two individual showers and one washbasin are located in the women's room.

4.

Decontamination supplies are not normally stocked at this facility.

Obtain these supplies from RP at access control.

c.

Admin Shower and Locker Areas

1.

Men's and women's shower and locker areas are located just inside the east entrance on the north side of the administration building; the men's facility (Room 118) is located on the first floor, while the women's facility (Room M03) is located up a short flight of stairs to the mezzanine.

2.

These facilities may not be as preferable as the diver facility, due to their connection to the site sewage system, however, unlike the other onsite alternate decontamination facilities, the administration building facilities allow the establishment of completely separate entrance and exit paths.

a)

The sump pumps to the administrative building should be deactivated to prevent an unmonitored release when the showers are used for decontamination of personnel contaminated with licensed activity. The shut off switch for the administration building sump pumps is located in a panel box mounted on the north turbine building bridge trestle just above the 85 foot level. It is labeled sewage pump station #3.

3.

Seventeen showers sharing a common space with separate entrance and exit, plus nine wash basins are located in the men's facility (118); six individual showers and fourteen wash basins are located in the women's facility (M03). In addition, there is an oversize shower in the handicapped shower room (119) and a floor basin in the janitor's room (120), both located inside the men's facility.

4.

Decontamination supplies are not normally stocked at these facilities. Obtain these supplies from RP at access control.

d.

Maintenance Shop Building (MSB)

1.

The men's room (11 1) and women's room (109) are located on the first floorjust west of the entrance at the center of the north side of the building (facing the simulator/training building).

2.

This facility is not generally as preferable as the other facilities due to its connection to the site sewage system, plus there is only one entrance/exit route requiring backtracking.

a)

The sump pumps to the maintenance shop and simulator buildings should be deactivated to prevent an unmonitored release when the showers are used for decontamination of personnel contaminated with licensed activity. The shut off switch for these pumps is located in a panel box mounted on a stand just south of the simulator building atrium and west of the concrete walkway.

3.

Four individual showers and two washbasins are located in the men's room (111); three individual showers and three washbasins are located in the women's room (109).

4.

Decontamination supplies are not normally stocked at this facility.

Obtain these supplies from RP at access control.

6.1.2 Off-site facilities

a.

The Company's Information Center Decontamination Facility

1.

This facility is located in a separate building behind the main information center building, which is located on the west frontage road to Highway 101 (Ontario Rd.), just south of the San Luis Bay Drive turnoff to Avila Beach.

2.

This is the only designated off-site decontamination facility for non-injured personnel.

3.

One shower and one washbasin are located in both decontamination rooms in this facility.

4.

This facility is normally stocked with decontamination supplies; see.1 for a general listing or EP MT-30 for a detailed listing of these supplies.

a)

Supplies from the plant, the emergency kits or other available sources may augment the stored supplies stored at this facility.

b.

French Hospital Emergency Room

1.

This facility is located at French Hospital at 1911 Johnson Avenue in San Luis Obispo city.

2.

This is the only decontamination facility designated for injured personnel requiring immediate off-site medical attention. It should only be selected for personnel with serious medical conditions k

requiring prompt care.

Alternate Personnel Decontamination Facilities UNITS I AND 2 6.2 Decon Facility Selection 6.2.1 The RA should designate the decontamination facility for use; SEC concurrence is required if personnel must first be moved off-site.

a.

Prior RA authorization is not required in the case of a general site evacuation in which contaminated personnel are identified at off-site assembly areas (see EP G-5, "Evacuation of Nonessential Site Personnel"). In this instance, the company's information center decontamination facility should be used. The RA should be informed and SEC authorization is still required for release of personnel from the site.

6.2.2 The RA and SEC are free to determine the best decontamination facility for use, whether listed in this procedure or not, using their best judgment and information available.

6.2.3 Only the access control and information center decontamination facilities are stocked for immediate use (although there is a count rate instrument with a pancake probe at the information center, additional instruments such as a dose rate meter will have to be obtained from the plant or existing emergency kits.).

6.3 Decon Facility Activation and Use 6.3.1 On-site facilities

a.

The decontamination facility at access control may be used without prior RA approval per radiation protection procedures.

b.

The RA, prior to use should, approve any alternate on-site decontamination facility.

c.

Radiation protection personnel must be designated to supervise the decontamination process, and should supervise transportation to the specified facility.

d.

Decontamination should be performed per RCP D-600, "Personnel Decontamination and Evaluation".

e.

Prior to decontamination efforts, the alternate on-site decontamination facility must be prepared (contamination control areas, control points, step off pads, etc.) and stocked (decontamination materials, equipment and instruments such as soap, towels, brushes, plastic bags, temporary clothing, survey meters, etc.).

a.

The use of any off-site decontamination facility should receive prior approval by the RA (see exception below).

I.

An exception to prior RA authorization is the activation of the company's information center decontamination facility for use for general site evacuees - see section 6.2.1 a of this procedure for an explanation of this exception.

2.

Upon SEC approval, radiation protection personnel shall be designated to supervise the decontamination process, including transportation of known or suspected contaminated personnel to the specified decontamination facility.

3.

Decontamination should be performed per RCP D-600, "Personnel Decontamination and Evaluation".

b.

Use of the information center decontamination facility:

1.

There is a single count rate instrument at the facility. Additional instruments may be obtained at the plant or from the emergency kits.

2.

The key to unlock the decontamination facility is located in each of the emergency kits located in the simulator building, room 126. A key may also be obtained from the information center personnel.

3.

The facility south room contains the supply cabinets and electric hot water heater. If necessary, activate the water heater with the switch in the breaker box located on the wall behind the cabinets.

4.

Stock each of the two shower rooms with shampoo, soap, towels, replacement clothing, etc.

5.

Set up contamination control areas, control points, step off pads, parking areas, etc., with the signs, barricade tape, etc., found in the supply cabinet.

6.

The drain tank for the two decontamination showers and sinks holds 4,000 gallons. The tank is located in a large mostly underground vault that is south east of the facility. It is a confined space and difficult to enter. Assume the tank has adequate volume remaining to handle the waste water. Assistance from building services and safety should be obtained prior to entering the vault.

Make provisions to store and label contaminated clothing and personal effects using the supplies located in the cabinet.

8.

Decontamination should be performed in accordance with RCP D-600, "Personnel Decontamination and Evaluation" by RP engineers, foreman or technicians. A controlled copy of this procedure is located at the decontamination center together with copies of its Forms 69-9392, "Personnel Decontamination and Evaluation Report" and 69-9392-1 "Personnel Contamination Log"

c.

Use of French Hospital decontamination facility.

1.

Use of this facility is reserved for contaminated personnel with significant medical conditions requiring prompt medical care (broken bones, significant loss of blood, head injuries, heart attack, significant radiological overexposure, etc.).

2.

Personnel with injuries or illnesses requiring prompt off-site medical attention and who have radiological complications should be treated per CP M-13, "Personnel Injury (or Illness) with Radioactive Contamination or Personnel Overexposure."

SCOPE 1.1 This procedure provides guidance for providing protective action recommendations (PARs) for the public within the twelve protective action zones of San Luis Obispo County during a radiological emergency at Diablo Canyon.

1.2 This procedure does not include methodologies for performing dose assessment or analyzing plant conditions.

1.3 This procedure does not provide protective action recommendation guidance for the 50 mile ingestion pathway zone (IPZ). This is the responsibility of San Luis Obispo County and California Department of Health Services.

2.

DISCUSSION Following the declaration of an emergency at Diablo Canyon, emergency response personnel evaluate the power plant for any radiological release. This evaluation is used to assess the potential for radiological exposure to the public (known as dose assessment).

Dose assessment provides the basis for providing public protective action recommendations (PARs) to San Luis Obispo County emergency operations center (EOC) officials.

The San Luis Obispo County EOC officials consider PARs and other conditions such as road or weather conditions to make protective action decisions (PADs) for the safety of the public.

3.

DEFINITIONS 3.1 Controlled Area - The area between the protected area and the site boundary.

3.2 Evacuation - The urgent removal of people from an area to avoid or reduce high-level, short-term exposure, usually from a plume or from deposited activity.

3.3 Members of the Public - Individuals outside of the site boundary.

3.4 Protective Action Recommendation (PAR) - A recommendation to protect members of the public or emergency workers from unwarranted radiation exposure resulting from an accident at DCPP.

3.5 Protective Action Decision (PAD) - Decision made by San Luis Obispo County EOC officials, based on PARs and other conditions, for members of the public to either evacuate or shelter in place.

3.6 Protective Action Zone - A designated area where protective actions may be required.

3.7 Restricted Area - The protected area of the plant associated within the power block. The restricted area does not include the intake area.

4.

RESPONSIBILITIES 4.1 Interim Site Emergency Coordinator (ISEC) - approval of PARs until relieved by the site emergency coordinator or the recovery manager.

4.2 Site Emergency Coordinator (SEC) - approval of PARs upon relieving the ISEC, until relieved by the recovery manager.

4.3 Recovery Manager (RM) - approval of PARs upon relieving the ISEC or the SEC.

4.4 Emergency Evaluation Coordinator - control room offsite dose projections and PAR determination until relieved by the EOF radiological manager.

4.5 Emergency Liaison Coordinator - DCPP emergency notifications and obtaining interim site emergency coordinator approval until relieved by the TSC liaison advisor or the agency liaison at the EOF.

4.6 Liaison Advisor - TSC communication of approved PARs to San Luis Obispo County, the California Office of Emergency Services, and the NRC operations center until relieved by the agency liaison at the EOF.

4.7 Radiological Manager - off-site dose projections and PAR development, upon relieving the control room emergency evaluation coordinator.

4.8 Agency Liaison - communication of PAR information to the SLO County EOC, California Office of Emergency Services, and the NRC operations center.

5.

INSTRUCTIONS 5.1 Offsite Dose Assessment 5.1.1 Offsite dose assessment information will be provided by personnel performing calculations primarily by use of computer dose assessment programs or manually in accordance with EP RB-I 1.

5.2 Protective Action Recommendation 5.2.1 If a General Emergency is declared, as a minimum, the PAR shall be to evacuate PAZs I and 2.

5.2.2 Once dose assessment data is available, protective action recommendations (PARs) shall be approved within 15 minutes.

5.2.3 Protective action recommendations are based on criteria provided by EPA 400 Protective Action Guides (PAGs).

Protective Action Recommendations UNITS I AND 2 5.2.4 New PARs shall be made whenever:

a.

Projected off-site dose increases significantly, or exceeds the PAG in a new PAZ.

b.

Wind direction shifts to a new sector during a General Emergency.

5.2.5 When the dose assessment conditions of section 5.2.3.b are met, DCPP Emergency Notification Form (69-20596), section 12.4, states that the State of California and San Luis Obispo County may consider Potassium Iodide (KI) for the general public within the affected PAZ(s).

5.3 Approval of Protective Action Recommendations 5.3.1 Prior to County and State notification of PARs, the DCPP recommendation shall be approved by the ISEC, SEC, or the Recovery Manager.

5.4 Notification of Protective Action Recommendation 5.4.1 Notification of PARs shall be performed in accordance with EP G-3.

5.4.2 Notification of initial and new PARs shall be communicated to San Luis Obispo County and California State emergency services personnel within 15 minutes.

5.4.3 Follow up PAR notifications, when the recommendation has not changed, should be made approximately every 45 minutes.
