Dear Commissioners and Staff:

Pursuant to 10 CFR 26.71 (d), PG&E is submitting the enclosed Fitness for Duty (FFD) Performance Report for the period of January through June 2003. The performance data have been compiled on the standard forms developed by the Nuclear Energy Institute and are provided in Enclosure 1. As noted in Enclosure 1, individuals being screened for initial unescorted security access (preemployment testing 60 days prior to being cleared) are tested at lower cut-off levels for marijuana and amphetamines, and for two additional substances. This testing is reported under the pre-access category and is conducted in accordance with 10 CFR 26.

Statistical analysis of the data was conducted and the results are provided in Enclosure 2.

During this period, no licensed operators or supervisors tested positive. There were no significant FFD event reports made during the period.

Enclosure 2 PG&E Letter DCL-03-105 STATISTICAL ANALYSIS JANUARY THROUGH JUNE 2003 Analysis of the data indicates that 26.5 percent of the average eligible population was randomly tested during this period.

There were no random positive tests during the first six months of 2003.

The overall positive test rate for this period was 0.92 percent. Pre-access tests for short-term contractor personnel accounted for 81.25 percent of all positive tests. The large number of positive tests recorded for short-term contractor personnel in the pre-access testing category is attributable to the Unit 1, twelfth refueling outage.

PG&E submitted blind performance specimens in accordance with 10 CFR 26, Appendix A, Section 2.8 (e)(2), requirements for the National Institute on Drug Abuse (NIDA) five drug test panel. There were no reportable events. During the annual Fitness For Duty program audit conducted in June 2003, it was discovered that blind performance specimens had not been submitted in accordance with 10 CFR 26 for two additional drugs, barbiturates and benzodiazepines, that Diablo Canyon Power Plant tests for and are not part of the standard NIDA five panels. This issue has been recorded in the plant corrective action system. During the month of July 2003, blind performance samples for barbiturates and benzodiazepines were submitted and satisfactory results were received. Additional corrective action have been implemented to more closely track the submission of blind performance samples to assure no drug is excluded from the blind performance sample program in the future.
