Dear Commissioners and Staff:
contains safeguards information regarding Change 23 to Revision 18 of the Diablo Canyon Power Plant Physical Security Plan (PSP). These changes do not decrease the safeguards effectiveness of the plan and are submitted pursuant to 10 CFR §50.54(p)(2), as referenced by Regulatory Issue Summary 2002-17.
These changes are submitted in accordance with 10 CFR §50.4(b)(4), with the original and three copies sent to the Document Control Desk, and two copies to the Region IV Office. describes the changes to the PSP. Please handle Enclosure 1 per 10 CFR §2.790. Enclosure 2 contains all pages of the sections or appendices that incorporate Change 23 to Revision 18 of the PSP. Specific changes are indicated by sidebars in the margin. Enclosure 2 contains Security Safeguards Information and must be handled in accordance with 10 CFR §73.21.
