SPacificGas and ElectricCompany David H. Oatley Diablo Canyon Power Plant Vice President P.O. Box 56 Diablo Canyon Operations Avila Beach, CA 93424 May 14, 2002 805.545.4350 Fax: 805.545.4234 PG&E Letter DCL-02-059 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk 11555 Rockville Pike Rockville, MD 20852 Docket No. 50-275, OL-DPR-80 Docket No. 50-323, OL-DPR-82 Diablo Canyon Units I and 2 Comments Reaarding April 17 2002 End of Cycle Assessment Meeting On April 17, 2002, the NRC conducted an End of Cycle Assessment Meeting to review performance of Diablo Canyon Power Plant (DCPP) from April 1, 2001 through March 31, 2002. The purpose of this letter is to provide feedback to the staff regarding the End of Cycle Assessment meeting.

Following the previous End of Cycle Assessment Meeting in June, 2001, PG&E provided comments to the NRC regarding ways to improve the meeting in the future and provide greater assurance to members of the public that the NRC is providing effective oversight of DCPP.

Based on observations from the April 17, 2002 meeting, the staff effectively addressed the comments provided by PG&E. The meeting was appropriately focused on providing information regarding DCPP operation to the public and addressing their questions, as opposed to providing a summary of DCPP performance to PG&E management. Additionally, the levels of detail and information, and the focus of the speakers, were appropriate with the public in mind. PG&E believes that the focus on providing information to the public during the End of Cycle Assessment Meetings will improve the public's trust and confidence in the NRC.
