-10CFR50, Appendix E U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Haddam Neck Plant Emergency Plan, Revision 7 Connecticut Yankee Atomic Power Company (CYAPCO) implemented Revision 7 to the.

Haddam Neck Plant (HNP) Emerg nc'6 Plan'on March 30,'2005. 'The'primary s'cope of this revision is to reflect transfer of all spent fuel and Greater than Class C (GTCC) waste frornh'the' spent fuel pool to the Independent Spent Fuel Storage Installation (ISFSI) and the ongoing decommissioning activities at the HNP Power Plant Site. The following is a summary of the changes incorporated:

1. The Operations Shift Manager and Equipment Operator positions are no longer required due to the current conditions at the HNP. The ISFSI Shift Supervisor is now responsible for classifying an event and assuming the role of the Emergency Director (ED). In addition, the Technical Response Coordinator (TRC), Radiological

- Assessment.Coordinator-(RAC).and..Rublic-Information.Coordinator.(PIC).have been eliminated. Personnel will be called in to perform the previous functions of the TRC, RAC and PIC on an as needed basis.

2. The Alert Level Classification has been removed from the emergency assessment process based on the fact that remaining radiological hazards are less severe. The Unusual Event is the highest classification that applies at the HNP Power Plant site and the ISFSI site. The Emergency Action Level (EAL) Table has been revised to reflect that all the spent fuel has bee'n re 'movedfrom .the spent fuel pool and transferred to the ISFSI...

Nuclear Regulatory Commission CY-05-099 / Page 2 CYAPCO has reviewed the revision in accordance with 10CFR50.54(q) and has determined that the changes do not decrease the effectiveness of the plan. This revision continues to meet the intent of the planning standards of 10CFR 50.47(b) and the requirements of 10CFR50, Appendix E, as applicable. Additionally, the changes to the Emergency Plan, including Emergency Action Levels were discussed with the State of Connecticut (Connecticut Department of Environmental Protection Staff) and the Local Governmental Authorities (Officials from the Town of Haddam). The State and Local Governmental Authorities have concurred with the changes to the Emergency Plan.

Controlled copies of this revision and the revision to the implementing procedures will be submitted via CYAPCO's controlled copy distribution process.
