Dear Mr. Nezianya:
Connecticut Yankee Atomic Power (CYAPCO), pursuant to Section 4-182 and Section 22a-430 of the Connecticut General Statutes and Section 22a430-1 et seg. of the Regulations of Connecticut State Agencies, herein submits to the: Coniecticut Department of Environmental Protection (DEP or the Department)'an original 'and two copies of an application for the renewal of NPDES of Permit No. CT 0003123, for its Haddam Neck Plant. Enclosed is a check in the amount of $1,050.00 in payment of the initial application fee. This submittal is being made more than 180 days in advance of the expiration of CYAPCO's existing NPDES Permit and is, therefore, a timely application.
CYAPCO will send a public notice of its intent to renew this Permit to the Middletown Press. A copy of the notice is enclosed as part to the Permit Renewal Application and a certified copy of the publication will be sent to you following publication.
The Haddam Neck Plant is in the process of being decommissioned. The number of individual wastewater sources has decreased during decommissioning and will continue to decrease as the decommissioning continues.
The attached permit renewal application is reflective of this effort.
As part of this submittal, for each discharge which is part of this application, CYAPCO is providing the Department with detailed information relative* to the generation of wastewater at each discharge, including, but not limited to, historical data, process and activity descriptions, supporting process diagrams, known or suspected chemical substances in each discharge and aquatic toxicity data.
While this information is supplied consistent with the application forms and instructions provided by the

- 1)
Identification of discharges which can be deleted as part of CYAPCO's ongoing decommissioning efforts;
- 2)
Consolidation of discharge locations as set forth in Attachment A to the Application;
- 3)
Indemnification of alternate pathways for the discharge of certain wastewaters; and
- 4)
Potential use of alternative water treatment chemicals.
