Dear Sir or Madam:

On March 31, 2003 Westinghouse Electric Company submitted the referenced report to the Nuclear Regulatory Commission (NRC) for review and approval. The report proposes a program which provides alternative means of verifying core designs following core reloads. The changes eliminate startup tests that require the use of the reactivity computer for core designs that are well characterized by experience.

Entergy Operations, Inc. (Entergy) would like the option of utilizing WCAP-16011 to eliminate control element assembly (CEA) worth measurements during restart from the upcoming Arkansas Nuclear One, Unit 2 (ANO-2) and Waterford Steam Electric Station, Unit 3 (Waterford

3) fall 2003 refueling outages. WCAP-16011 specifies compensatory actions in the form of applicability requirements that must be met prior to eliminating this test. Waterford 3 currently meets these applicability requirements and ANO-2 is working towards meeting these applicability requirements. Therefore, the elimination of CEA worth measurements can be implemented under 10 CFR 50.59 once WCAP-16011 is approved for use by the NRC. The elimination of CEA worth measurements is expected to save Entergy at least ten (10) hours of critical path time, at each site, during the restart from refueling outages at ANO-2 and Waterford
3. Therefore, Entergy respectfully requests NRC approval of WCAP-16011 by September 2003.
