The purpose of this letter is to revise the commitment made in Reference 1 with respect to the completion of certain activities related to the installation of Foxboro Spec 200 hardware.
There are Watts Bar Nuclear Plant (WBN) Unit 2 instrument loops that have been and are currently in-service that support WBN Unit 1 operation. These instrument loops are being upgraded to use the Foxboro Spec 200 hardware. The Tennessee Valley Authority (TVA) made a commitment in the referenced letter to complete the installation of the updated hardware in the Unit 2 instrument loops that support Unit 1 operation prior to fuel loading on WBN Unit 2. The Nuclear Regulatory Commission (NRC) acknowledged this commitment in the review of the Foxboro Spec 200 hardware documented in NUREG-0847 Supplement 23, "Safety Evaluation Report Related to the Operation of Watts Bar Nuclear Plant, Unit 2." TVA is notifying the NRC that the commitment is being changed. The revised commitment is to install the Foxboro Spec 200 equipment in the WBN Unit 2 loops that support Unit 1 operation prior to WBN Unit 2 entering Mode 4.
U.S. Nuclear Regulatory Commission CNL-15-246 Page 2 December 3, 2015 Foxboro Spec 200 is updated analog hardware used to replace the existing obsolete hardware with the same functions. The Foxboro Spec 200 hardware is not a system. There are no interconnections between the analog loops unless such interconnections existed prior to the replacement. This is an analog-to-analog upgrade due to equipment obsolescence.
The Foxboro hardware is installed in existing cabinets which require modifications to accept the Foxboro hardware racks.
The instrumentation being replaced that is affected by this commitment change is in the Component Cooling Water (CCS) and Essential Raw Cooling Water (ERCW) systems.
Changing this commitment from prior to fuel load to prior to entry into Mode 4 on WBN Unit 2 does not increase the flow or heat removal requirements on CCS or ERCW from those that have been seen by these systems during the testing on WBN Unit 2 performed to date. The technical evaluations and 10 CFR 50.59 review performed for WBN Unit 1 are unchanged by revising this commitment.
