Letter from TVA to NRC , CNL-15-170, "Responses to NRC Audit Review Questions for Watts Bar Nuclear Plant Unit 1 Essential Raw Cooling Water and Component Cooling Water System License Amendment Request," dated August 28, 2015(ML15243A044)

By letter dated August 28, 2015 (Reference), Tennessee Valley Authority (TVA) submitted a response to Nuclear Regulatory Commission (NRC) questions pertaining to a license amendment request for Watts Bar Nuclear Plant (WBN) Unit 1 associated with the Emergency Raw Cooling Water and Component Cooling Water systems. In a teleconference on September 11, 2015, the NRC staff raised a question regarding the Reference submittal. The purpose of this letter is to respond to the NRC staff question from the September 11 , 2015 teleconference regarding dual unit shutdown .

To address the NRC staff question, the following caution statement will be added to certain TVA documents and procedures:

"CAUTION : Both Units shall not be placed in Hot Shutdown simultaneously."

Specifically, the caution statement will be added to the WBN System Description Document WBN-SSD-N3-70-4002 , "Component Cooling System, " and to the WBN General Operating Instructions 1-G0-6 and 2-G0-6, "Unit Shutdown from Hot Standby to Cold Shutdown ." The instructions will be revised prior to initial Mode 4 entry of WBN Unit 2.
