Dear Sir; i

l On August 26,1986, Vermont Yankee submitted Proposed Change No.134 [ Reference (d)]

which mquested changes to the Vermont Yankee Technical Specifications to reflect changes related to calibration, surveillance requirements and trip settings associated with the use of analog instrumentation, and requested a revision of the Pressure Suppression Chamber - Reactor Building Vacuum Breaker System operability requirements.

e On March 29,1989, the NRC issued Amendment No.110 [ Reference (c)] to the Vermont l

. Yankee Technical Specifications. This amendment constituted approval of the analog L

. Instrumentation portion of Vermont Yankee Proposed Change No.134 [ Reference (d)].

L Subsequent discussions were held with NRC staff to resolve certain wording concerns associated I'

with the Pressure Suppression Chamber Reactor Building Vacuum Breaker Limiting Conditions for Operation (Technical Specification Section 3.7.5.b). These discussions resulted in a change to the proposed wording of this section to adopt language more consistent with the BWR Standard Tec mical Specification wording for these Limiting Conditions of Operation.

Specifications, gly, please find enclosed a revised Page 127 of the Vermont Yankee T Accordin which replaces the orij;inally proposed language of Section 3.7.5.b with revised Sections 3.7.5.b and c. We request t1at the pro sed changes to this page be approved as an amendment to the Vermont Yankee Technical S fications.

In addition, we request that the changes to bases page 139a as submitted in Reference (d) be deleted from consideration under this proposed change request, since the newly proposed changes to page 127 render such a change moot.
