The information contained in this report primarily concerns actions that have been undertaken by Boston Edison Company in support of the Massachusetts Emergency Management Agency (MEMA) which is responsible for Radiological Emergency Response Planning in the Commonwealth of Massachusetts. Insofar as this report concerns the actions or activities of any entity other than Boston Edison Company, we have attempted to verify such information and it is our belief all such information is accurate. Please be advised that any views or opinions that may be expressed in this document are those of Boston Edison Company and do not necessarily represent the views of MEMA or any other state or local agency.

BOSTON EDISON wet.LESLEY RECEPTION CENTER RELOCATION PROGRESS STATUS REPORT NO. 5 December 17,1993 INTRODUCTION This is the fifth in a series of reports on the progress of establishing a replacement location for the Wellesley Massachusetts Highway Department Reception Center. These reports will be submitted on a monthly basis until the new reception center is functional.
The efforts and schedules described herein are those of Boston Edison Company in support of the Massachusetts Emergency Management Agency (MEMA) which has overall responsibility for Radiological Emergency Response planning in the Commonwealth of Massachusetts. Any views or opinions expressed within are those of Boston Edison and do not necessarily represent the views of MEMA or other state and local agencies.
BACKGROUND The Massachusetts Highway Department (MHD) facility in Wellesley, Massachusetts, has been functioning as one of the three reception centers for evacuees from a potential emergency at the Pilgrim Nuclear Power Station. Boston Edison holds a letter of agreement with MHD for use of the facility in support of MEMA's Radiological Response Plan.-
On April 27,1993, MHD notified Boston Edison that it would terminate this agreement on December 31,1993, and that the MHD volunteer emergency workers would be reallocated and, therefore, unavailable to perform as emergency workers at the Wellesley facility. In subsequent letters to MEMA and the NRC, FEMA expressed its concem over the impending loss of the facility and much of the key staff.
Sharing FEMA's concern that an attemate reception center be identified, the NRC, by letter dated June 29,1993, (Mr. Ronald Eaton to Mr. E. Thomas Boulette) requested a schedule of BECo's progress to date and monthly updates until the new reception center is functional.
As discussed in Status Report #4 dated November 23,1993, the South Weymouth Naval Air Station in South Weymouth, MA has been identified by MEMA as the proposed replacement for the Wellesley facility. This report will continue to reference activities related both to the new facility to be located at South Weymouth as well as activities related to the continued interim utilization of the Wellesley Facility.

The 1993 annual review of the Wellesley plans / procedures (Rev.1) were issued by MEMA the week of November 8,1993.

South Weymouth Boston Edison personnel assisted MEMA with development of draft plans / procedures for the South Weymouth Reception Center. These were completed on November 22,1993 and are presently under review by MEMA.
STAFFING Wellesley Beverly Civil Defense holds the leadership role and the key positions at the l
Wellesley Reception Center formerly held by Mass. Highway Dept. personnel. MHD personnel, however, still remain available to assist or fill in for the Wellesley positions,if necessary.
South Weymouth An ad (copy attached) for emergency workers has appeared weekly in the Naval Air i
Station Plan of the Week since November 29,1993.
Naval Air Station military personnel have volunteered to accept leadership positions in the emergency organization. The Emergency Response Coordinator and NAS Coordinator positions have been filled TRAINING Wellesley Training sessions were held for incumbent Wellesley emergency workers on November 20 and November 30,1993.
South Weymouth Introductory training sessions for South Weymouth Naval Air Station volunteers were held on November 16 and December 15,1993. These sessions explained the volunteer process and contained introductory portions of the MEMA training program for Pilgrim.
FAC LITY/ EQUIPMENT Wellesley Facility A meeting was held on December 16,1993 with Ned Corcoran, legal counsel for Massachusetts Highway Department to receive an update on the Massachusetts Highway Department Wellesley facility personnel relocation process.
The quarterly inventory of the Wellesley equipment is scheduled to be completed on or about December 31,1993.

J South Weymouth The Evacuation Time Estimate Contractor, funded by Boston Edison, is continuing work on the road survey study for South Weymouth. The study is tentatively scheduled for completion by the end of February 1994.
Boston Edison is assisting MEMA with the development of the Public Information Brochure listing the South Weymouth Naval Air Station as the Reception Center.
This supplement will be mailed to EPZ residents once the South Weymouth Reception Center becomes operational.
SCHEDULE Attached are two schedules dated December 16,1993 which represent updates of the schedules originally provided with Status Report #1. The two schedules are focused upon the' two avenues on which Boston Edison is providing assistance to MEMA< Those two avenues.

I DEC 14 '93 12:29 MEMA-AREA II GEFP P.2 SOUTH WEYMOUTM NAVAL AQR STAT 3ON RECEPT]QN CENTER TEAM VOLUNTEERS WANTED The Naval Air Station recently signed a Memorandum of Understand!ng with the Massachusetts Emergency Management Agency (MEMA) agreeing to allow the Naval Air Station to be used as a reception center for people leaving Duxbury and a portion of Marshfleid in the event of a serious accident at the Pilgrim Nuclear Power Station (PNPS) in Plymouth. (Most of the people in the ten mile area around PNPS would go to other reception centers in Taunton and Bridgewater.)
Applications are being requested from all personnel and their dependente interested in vslunteering to staff a Fleception Center, and its command and control center, proposed for the South Weymouth Naval Air Station.
Th3 Naval Air Station is conaldered on excellent site because of the services it can provide to evacueos in any disaster, and its geographical loostion relative to PNPS and state highways.
It also establishes the Naval Air Station as a facility which enhances the public safety of the -
civilian population In Southeastem Massachusetts a consideration, which some believe, may be a factor in determining the future of various military installations.
Vacancies exist for both active and reserve military personnel, civillan emplyses and their dependents interested in playing an Important role in this activity. Positions are available to perform functions such as registration, reunification of familles, personnel /vehical monitoring and decontamination, and verlous adminlotrative tasks. Additional technical positions exist in areas such as Radiological Exposure Control, Communications and Transportation.
Volunteers will not only be performing a valuable public service, but will receive comprehensive (as well as enjoyable) tralning. In addition, those selected will be c:mpensated for training, drills and exercises outside normal work hours.
