In a letter dated May 7, 2002, Dominion Nuclear Connecticut, Inc. (DNC) proposed changes to the Millstone Unit No. 2 (MP2) Technical Specifications which included changes to the control room isolation actuation function.(')
During Nuclear Regulatory Commission (NRC) review of that application, a question arose as to the level of redundancy for the function. DNC subsequently concluded that a second channel had been added in response to a Three Mile Island action Item (TMI ACTION ITEM ll.D.3.4),
however, reference to the second channel had not previously been incorporated into the MP2 Technical Specifications.
Upon discovery, DNC generated a Condition Report and established administrative controls to ensure both channels are appropriately maintained until a new license amendment request is submitted. This matter was discussed with the NRC staff and it was agreed that DNC would docket a commitment in this regard.
To that end, DNC hereby commits to submit a license amendment request to reflect two channels of control room isolation actuation instrumentation.
